The Order EMT/146/2026 regulates subsidies for training employed workers.

The DOGC publishes, in issue number 9722 of 4 August 2026, the Order EMT/146/2026 of 30 July, by the Minister for Enterprise and Employment, Miquel Sàmper i Rodríguez, approving the regulatory bases of the call for grants under the Work-Based Training System Programmes aimed at employed workers. The grants are subsidised by the Consortium for Continuing Training of Catalonia, and the order enters into force the day after its publication, 5 August 2026.

The new order repeals Order TSF/30/2020 of 11 March, and its amendment by Order EMT/174/2023 of 3 July, and adapts the subsidy scheme to the current framework for work-based training: Law 3/2023 of 28 February, and Royal Decree 438/2024 of 30 April, which develops the Common Portfolio of Services of the National Employment System. The grant line corresponds to code PES025-28_EMT0058 of the Strategic Grants Plan of the Department of Enterprise and Employment for the period 2025-2028, and the grants are not considered State aid under Regulation (EU) 651/2014. The award will be made under a competitive procedure; the processing corresponds to the Consortium’s Subdirectorate of Programmes and the resolution to its Directorate.

Who can request the grants and who they are intended for

Training entities registered in the Register of Training Entities with permanent facilities in Catalonia may be beneficiaries, as may groupings of entities if the call so provides. The purpose is to improve the employability of people through the sectoral and transversal work-based training programmes, aimed at employed workers with a residence or workplace in Catalonia. The following groups, among others, may participate:

• Salaried workers of private companies or public entities not included in the training agreements of the administrations, who contribute to Social Security for vocational training.
• Permanent discontinuous workers in periods of non-employment and workers whose contracts are suspended under an ERTO, who are considered a priority group.
• Carers of persons in a situation of dependency, in specific actions related to their activity.
• Staff of public administrations, up to 10% of places in transversal actions.
• Unemployed people registered with the Public Employment Service of Catalonia, with a maximum of 30% of total participants.

Amount, limits and payment

The amount of the grant results from the product of the number of hours, the number of participants and the amount of the economic module for each speciality, updated for 2026 by the Resolution of 4 June of the Consortium’s Directorate. The regulatory bases set limits to ensure the distribution of resources:

• Cap entitat no pot sol·licitar més del 15 % de l’import convocat per a cada línia o àmbit.
• Les entitats noves o sense antecedents en els darrers tres anys no poden demanar més de 200.000 euros, límit que també s’aplica quan el percentatge atorgat anteriorment hagi estat inferior al 75 %.
• La teleformació no pot superar el 90 % de l’import sol·licitat, i la subvenció no pot excedir el cost de l’activitat.
• Es pot avançar una bestreta de fins al 80 % de l’import concedit; el 20 % restant es pagarà quan la formació estigui finalitzada i justificada.

Modalitats, qualitat i control

La formació es podrà impartir en modalitat presencial (inclosa l’aula virtual), en teleformació o de manera mixta, amb grups de fins a 30 participants en les accions presencials i un màxim de 80 per tutora en teleformació. La gestió dels expedients, de la sol·licitud a la liquidació, es farà a través de l’aplicació Conforcat, i els diplomes hauran d’incloure el distintiu del Consorci i el logotip del Ministeri de Treball i Economia Social. Cada programa disposarà d’una comissió mixta de seguiment amb representació de les dues parts, i el Consorci podrà efectuar verificacions in situ i ex post, amb una mostra que cobrirà com a mínim el 20 % dels grups comunicats. Els certificats s’han de lliurar a les participants en un termini màxim de dos mesos des de la finalització de l’acció.

Amb l’Ordre EMT/146/2026, la Generalitat de Catalunya unifica el règim de les subvencions per a la formació de les persones treballadores ocupades després de la reforma del sistema de formació professional i dona seguretat jurídica a les entitats de formació de cara a les properes convocatòries, que haurà de dictar la Direcció del Consorci. Per a la població activa ocupada, la norma consolida el dret a la formació al llarg de la vida, amb oferta sectorial i transversal, microcredencials i continguts adaptats a les necessitats de les empreses i del mercat de treball català.
