The Municipal Institute of Markets approves 480,000 euros in grants for markets

The Municipal Institute of Markets of Barcelona (IMMB) has initially approved the specific guidelines that will regulate the grants destined for the merchants’ associations of the city’s municipal markets for the year 2026. The resolution of the Presidency of the IMMB, dated September 16, 2026, authorizes an expenditure of 480,000 euros and is published in the Official Gazette of the Province of Barcelona (BOPB) on September 28, 2026, with the official reference CVE 202610144277.

The agreement includes three decisions: to initially approve the specific guidelines, to submit them for public information, and to authorize the expenditure charged to budget application 489.14 of the Institute’s 2026 budget. The granting procedure will be that of non-competitive public procurement, in accordance with the Regulatory Norms for Grants approved by the Plenary Council of the Barcelona City Council in the session of December 17, 2010, and published in the BOPB on January 4, 2011.

Twenty business days of public information

The guidelines are submitted for public information for a period of twenty business days, with an announcement in the BOPB, the Municipal Gazette, and the Notice Board. If no allegations are presented, they will be definitively approved without further procedure.

Once definitively approved and signed administratively, the call for applications will be published with a submission period of 20 business days starting from the day after publication in the BOPB. As the initial approval is a procedural act, no appeal may be filed against it.

Two lines of action and fixed amounts by brackets

The objective of the call has two lines:

• Economic support for the ordinary management expenses of the facilities, especially for markets with lower budgetary capacity, and the promotion of commercial revitalization actions.
• Opening of the home delivery service, reserved for markets that begin the provision of this service this year with an integration company or a special social initiative employment center, in accordance with Law 44/2007 and RDLeg 1/2013.

The grant for general expenses is a fixed amount based on the closed and approved budget of 2025, with the following brackets:

• Up to 21,999 euros: 1,500 euros.
• From 22,000 to 36,999 euros: 3,000 euros.
• From 37,000 to 51,999 euros: 4,000 euros.
• From 52,000 to 62,999 euros: 5,500 euros.
• From 63,000 to 73,999 euros: 6,000 euros.
• From 74,000 to 84,999 euros: 7,500 euros.
• From 85,000 to 99,999 euros: 8,000 euros.
• From 100,000 to 114,999 euros: 9,500 euros.
• From 115,000 to 129,999 euros: 11,500 euros.
• From 130,000 to 149,999 euros: 13,000 euros.
• From 150,000 to 199,999 euros: 16,000 euros.
• Over 200,000 euros: 20,000 euros.

An additional fixed and linear amount of up to 10,000 euros will be granted to markets in transition undergoing major physical transformation: Estrella, Felip II, Horta, and Mercè. For the home delivery service started this year, and only once, the subsidy will be 7,000 euros.

Requirements, limits, and justification

Beneficiaries may be the associations of vendors and merchants of Barcelona’s municipal markets that are legally constituted and active, have justified previous subsidies, are up to date with tax obligations and Social Security, and have not been subject to final sanctions for discriminatory practices according to Law 17/2015.

The amount granted may in no case exceed 50% of the total expenditure of the final justified amount. If the total of the subsidies exceeds the initial credit, the percentage will be adjusted proportionally downwards.

Beneficiaries will have until February 28, 2027, to present the justification, with a detailed list of invoices and, if applicable, the activity report. The final resolution does not end the administrative route, and an appeal for reversal may be filed before the Mayor’s Office within one month.

The measure provides financial coverage to the associative fabric of municipal markets, one of the main commercial and social engines of the neighborhoods, and opens a period of citizen participation before the rules are finalized.
