The Catalan Institute for Foster Care and Adoption opens 2026 grants for foster and adoptive families

The Department of Social Rights and Inclusion has opened the 2026 call for grants from the Catalan Institute for Foster Care and Adoption (ICAA) to finance conferences, activities, and training for foster and adoptive family associations. The call is published via Resolution DSI/2905/2026, of August 7, in the Official Gazette of the Generalitat de Catalunya (DOGC) no. 9740, of August 28, 2026, with reference CVE-DOGC-A-26225030-2026 and registration number BDNS 924678.

Purpose and beneficiaries

The grant line is intended for three groups of non-profit associations:

• Associations of foster families with children placed in non-parental care tutored by the Generalitat de Catalunya.
• Associations of adoptive families of children adopted in Catalonia or other countries.
• Associations of people who have been fostered or adopted into non-parental families.

The maximum amount of the call is 120,000.00 euros, charged to budget item 6160 D/482000100 of program 318, charged to the Generalitat budgets for the 2026 and 2027 financial years. The initial credit may be increased by up to 60% of its amount, subject to the effective availability of credit before the granting resolution.

Deadlines and processing

The deadline for submitting applications begins at 9:00 a.m. on the first business day following the publication of the call in the DOGC and ends at 3:00 p.m. on the twentieth business day counted from the start. The execution period for the subsidized actions runs from January 1 to December 31, 2026.

• The standardized form is available in the Processing section of the Generalitat’s electronic office (gen.cat/tramits) and must be submitted exclusively electronically.
• At the time of granting, an advance payment of 95% of the amount awarded in the 2026 financial year is paid, and the remaining 5%, upon correct prior justification, in the 2027 financial year.
• Justifying documentation must be submitted between the first business day of January and the last business day of February 2027, in accordance with base 24 of Order TSF/98/2021, of May 6.

Regulatory framework and competent bodies

The call is governed by the bases approved by Order TSF/98/2021, of May 6, published in DOGC no. 8407, of May 11, 2021, and is framed within the general grants Law 38/2003 and the Generalitat budget Law 10/2026 for 2026. The multi-year expenditure was approved on July 10, 2026, by the Director General of Budgets of the Department of Economy and Finance.

Processing is the responsibility of the Legal-Administrative Area of the ICAA, the instruction is the responsibility of the person in charge of Legal Processing, and the resolution is the responsibility of the head of the ICAA Directorate. The maximum period for resolution is six months from publication, and the resolution is notified via the electronic Notice Board of the Generalitat Administration (tauler.gencat.cat).

Transparency and appeals

The grants awarded must be published on the Transparency Portal of Catalonia and in the National Grants Database, preserving the identity of the individual beneficiaries for reasons of social vulnerability. An administrative appeal (recurs d’alçada) may be filed against the resolution before the ICAA Directorate or before the head of the Department of Social Rights and Inclusion, and, as a last resort, a contentious-administrative appeal before the High Court of Justice of Catalonia.

This call reinforces public support for entities that accompany foster and adoptive families, a key group in the protection of tutored children in Catalonia. The grants make it possible to maintain the network of conferences, activities, and training that these associations offer, and consolidate the role of the third sector in fostering and adoption.
