The Catalan Institute of Finance accelerates the disbursement of subsidized municipal loans.

The Catalan Institute of Finance has modified the regulations of the ICF PUOSC subsidised loan line so that town councils can access the funds earlier for the works subsidised by the Single Plan for Works and Services of Catalonia (PUOSC) 2025-2029. The modification, approved by the ICF Management Committee, was published in DOGC no. 9719, of 30 July 2026, and allows full or partial disbursement of the loan at the request of the local authority, with a 10-day period for the ICF to make it effective.

The change derives from the addendum signed between the Catalan Institute of Finance and the Department of the Presidency to the collaboration agreement of 9 December 2025 that created the line. With this addendum, the Department assumes the obligation to send to the ICF all conformity resolutions and payment procedures, total or partial, of the granted subsidies, so that the loan disbursement no longer depends on the ordinary payment schedule of the subsidy.

The line, endowed with €100,000,000, was initially regulated by the announcement published in DOGC no. 9564, of 16 December 2025, with an errata correction in DOGC no. 9657, of 4 May 2026. The modified regulations apply to all applications submitted from the date of publication of the new announcement, signed on 24 July 2026 by the CEO of the ICF, Vanessa Servera i Planas. The line is registered in the National Database of Subsidies under code 874645 and in the Register of Subsidies and Grants of Catalonia under code 6330-25-019.

Customised disbursement, within a maximum of 10 days

The main change affects section e) of general provision 4, on loan conditions. Disbursement will be made in partial or total disbursements over a maximum period of up to 4 years, always at the request of the beneficiary town council or local authority, and the ICF must execute it within 10 days from receipt of the application.

Amounts by type of local authority

The maximum amount per transaction varies according to the beneficiary:

  • €789,900 per transaction formalised with a town council.
  • €375,000 per transaction with a decentralised municipal entity, equivalent to the maximum subsidy amount of the PUOSC.
  • €153,658.54 per transaction with a county council, 30% of the maximum subsidy amount.

In general, the loan can reach up to 30% of the subsidy granted for the 2025-2029 annual installments; however, beneficiaries of the 2027-2029 annual installments who have applied for a different annual installment than the one assigned may finance up to 100% of it. The loans have a term of up to 15 years, with a grace period of up to 6 years, an interest subsidy of 1.5 percentage points, and no opening or early repayment fees; working capital operations require a guarantee from Avalis de Catalunya for 100% of the amount.

More agile justification and reinforced control

The modification also replaces general provisions 15 and 16. Expenditure will be considered accredited when the Department of the Presidency has sent to the ICF the resolution of conformity and the processing of the subsidy payment, and the borrowing entities remain subject to the monitoring, control and verification actions of the ICF, the General Intervention of the Government of Catalonia and the Audit Office of Catalonia.

Applications will be submitted electronically through the ICF Client Portal from the day after the publication of the announcement until the line’s allocation is exhausted. With this streamlining, town councils can bring forward municipal works without waiting for the actual receipt of the subsidy, a key financing lever for the deployment of the PUOSC 2025-2029.
