L'INH obre una nova convocatòria d'onze habitatges assequibles a Aixovall

The Steering Committee of the National Housing Institute (INH) has approved a new public offer of affordable housing in the building located at Carretera General 1, s/n, in the village of Aixovall, in the parish of Sant Julià de Lòria. The agreement was adopted on October 1, 2026, and is made public through the Edict of 5-10-2026, published in the Official Bulletin of the Principality of Andorra no. 113, dated October 7, 2026. The application period for persons registered in the Registry of applicants for affordable housing runs from October 7 to 22, 2026.

The call is based on Law 15/2021, of 17-6-2021, creating the INH, and Decree 210/2026, of 3-6-2026, which approves the regulations for access, adjudication, and management of the public affordable housing stock. Prices are set in accordance with Decree 47/2026, of 11-2-2026, approving the affordable prices of the Government of Andorra public stock for the year 2026. The edict is signed by Marta Alberch Terrés, director of the INH.

This is a second call regarding the same building: the Edict of 11-6-2026 had already made public that on June 10, 2026, the Steering Committee had approved a public offer for this property. Article 11.10 of Decree 210/2026 provides that, when any real estate unit of the call remains vacant, a new call for access and adjudication of the available units is approved.

Eleven homes with rents from 435.55 to 642.05 euros

The stock subject to the call consists of eleven homes, all with a living-dining room-kitchen and a bathroom, with built surfaces between 45.56 and 67.16 m²:

  • PB-A: adapted home with one double bedroom, 67.16 m², initial affordable price of €642.05.
  • P1-D: one double bedroom and one single, 49.62 m², €474.37.

Requirements, deadlines, and appeals

Persons registered in the Registry of applicants for affordable housing up to and including October 5, 2026, may participate in the procedure. The edict lists thirteen administrative identification numbers: 033527X, 037798K, 046694H, 143875Z, 214690V, 250996L, 251798P, 272198W, 304665C, 328403D, 344410R, 358375M, and 360144Z.

The application period opens on October 7 and closes on October 22, 2026. Persons who have expressed their willingness to participate and who, due to household composition or housing typology, have not been preselected, will receive a rejection notification, against which they may file appeals within ten days. After this period, the ministry responsible for housing, or by delegation the INH, shall resolve their inclusion according to article 11.3 of Decree 210/2026.

Building status, parking, and rent subsidies

The building does not yet have an elevator, but one is being installed. The units have undergone a comprehensive renovation, have been repainted, and are empty of furniture; the kitchen consists exclusively of a ceramic hob, oven, and extractor hood.

The plot has one parking space adapted for people with reduced mobility, intended if applicable for the person awarded the adapted housing on the ground floor. The fee for granting its use is €56.30, reviewable once a year according to the variation of the consumer price index.

The rent is calculated based on the initial affordable price and the economic capacity of the cohabitation unit. If 30% of the family income exceeds the approved affordable price, the rent is increased to this amount, without exceeding the market price minus 25%. Awarded units may request a rent subsidy if the initial affordable price exceeds 30% of their income; the amount is limited to the difference between this threshold and the established price, and is paid to the INH as the provider.

The call expands access to the public affordable housing stock in the parish of Sant Julià de Lòria and provides a second opportunity for units that remained vacant in the summer, with monthly rents between 435.55 and 642.05 euros. For households registered in the Registry of Applicants, the deadline to apply ends on October 22, 2026.
