IDAPA approves the grant guidelines for the cultural heritage of the Pyrenees

The Institute for the Development and Promotion of the High Pyrenees and Aran (IDAPA) has approved the regulatory bases for grants aimed at local revitalization and the enhancement of the cultural heritage of the High Pyrenees and Aran. The decision is detailed in Resolution TER/3043/2026, of August 24, signed by the president of the Institute, Sílvia Paneque i Sureda, and published in the Official Gazette of the Generalitat de Catalunya (DOGC) number 9739, of August 27, 2026, within the other provisions section of the Department of Territory, Housing and Ecological Transition.

The new regulation replaces Resolution TER/3012/2025, of July 29, which governed the grants for local development and the promotion of cultural heritage in the same area, and which is now void. Grants already awarded under the previous framework will continue to be governed by the bases that regulated them.

Aid for six mountain counties

IDAPA, an autonomous body attached to the Department of Territory, Housing and Ecological Transition and created by Law 28/2002, of December 30, aims for the integral development and promotion of the High Pyrenees and Aran. The aid line, with code PES25-28_TER0060 of the Strategic Grant Plan 2025-2028, seeks to consolidate collaboration with local entities and associations in the area by promoting initiatives in the field of cultural heritage and local development.

Local entities of the High Pyrenees and Aran and associations with a registered office in the territorial area of the zone, which covers six counties, may benefit:

• Alta Ribagorça
• Alt Urgell
• Cerdanya
• Pallars Jussà
• Pallars Sobirà
• Vall d’Aran

Eligible actions and expenses

The purpose of the grant is to promote policies for the consolidation of the local economy, to enhance cultural heritage, and to improve professional competitiveness. Eligible actions include the organization of fairs, training or leisure activities that impact the promotion of cultural heritage and local development, and the editing of publications of a cultural, socioeconomic, and scientific nature.

Conversely, training or leisure activities that are also provided by private for-profit operators in the same or adjacent municipality, the organization of sporting activities, the drafting of construction projects or the rehabilitation of buildings, acquisitions considered investments, and meals, drinks, and musical performances if they are not the main element of the activity, are not eligible. The maximum percentage of indirect or general expenses cannot exceed 20% of the eligible budget, and the beneficiary cannot subcontract the activity that is the object of the grant.

Processing and requirements

The granting procedure is carried out through competitive bidding, comparing applications according to the evaluation criteria. Beneficiaries must be up to date with their tax and Social Security obligations, and associations must be legally constituted and registered in the corresponding registry. The maximum amount and the amount per beneficiary will be determined in the corresponding call, which will be published in full in the DOGC.

Applications must be submitted by electronic means, through Tràmits Gencat, Canal Empresa or, in the case of local entities, the EACAT platform. The resolution takes effect the day after its publication in the DOGC.

Impact on the territory

With this new regulation, the Generalitat maintains and updates a line of aid that has been well received in previous calls, and which becomes a key tool for the economic and cultural revitalization of the mountain regions. For local entities and associations in the Alt Pirineu and Aran, the guidelines open the door to financing fairs, training activities, and publications that highlight cultural heritage and strengthen the local economy of a territory with strong demographic challenges.
