L'Ampolla convoca una borsa d'enginyer tècnic per cobrir vacants i substitucions

The L’Ampolla City Council has approved the rules governing the establishment of a job bank for municipal technical engineers, intended to cover vacancies, substitutions, and any other temporary contingencies for this profile within the local entity. The Governing Board adopted the agreement on November 2, 2026, and the full text was published in the Official Gazette of the Province of Tarragona on November 4, 2026, with the official reference CVE 2026-10317. The process follows a competitive examination system (concurs-oposició), and the deadline for submitting applications is 20 business days.

The announced position is for a municipal technical engineer, special administration scale, technical sub-scale, group and subgroup A/A2. Those who pass the process will receive the basic and complementary remuneration corresponding to the classification group or subgroup, and the working day will be that of the position subject to appointment. The selection must be carried out guaranteeing the constitutional principles of equality, merit, and capacity set out in Article 55 of the Revised Text of the Basic Statute of Public Employees.

The document, consisting of 27 pages, includes eleven rules and five annexes (functions, requirements, selection process, syllabus, and application form) and was signed by the mayor, Víctor Colomines Albiol, on November 3, 2026. The call for applications is published in the provincial gazette, on the electronic office, and on the entity’s Transparency Portal, while the remaining publications of the process will be made on the electronic office.

A two-phase process with 80 points

The selection process has a total score of 80 points, distributed as follows:

  • First phase, up to 60 points: language knowledge test (Catalan and, if necessary, Spanish), which is eliminatory with a result of pass or fail, and a practical knowledge exercise on the syllabus of Annex 4, in which a minimum of 30 points must be obtained.
  • Second phase, up to 20 points: curricular interview (maximum 10 points), professional experience (6 points), training (3 points), and knowledge of Catalan (1 point for the C2 level certificate).
  • Experience in the public sector is valued at 0.8 points per full year, and experience in private companies or as self-employed at 0.5 points per year.

Ties are resolved by the overall score, then by the knowledge exercise, then by professional experience and training, and finally by draw. If no applicant passes the process, the call is declared void and the job bank is not established.

Requirements: Catalan C1, Spanish C2, and industrial technical engineering

Applicants must meet the following conditions by the end of the deadline:

  • Spanish nationality or nationality of a European Union member state, functional capacity, and age between 16 years and compulsory retirement.
  • Proficiency level in the Catalan language (C1) or equivalent.
  • Superior level of the Spanish language (C2), required for persons not originating from Spanish-speaking countries.
  • Degree in industrial technical engineering, university degree enabling the practice of the profession (Royal Decree 822/2021 and Order CIN/351/2009) or equivalent.
  • Driving license B.

Not having been separated from service through disciplinary proceedings nor being disqualified from exercising public functions is also a requirement, as is not falling into any case of incompatibility.

Twenty business days, 30 euro fee, and phone calls

The deadline for submitting applications is 20 business days starting from the day after publication in the bulletin. The application should preferably be submitted through the entity’s electronic registry, with a digital certificate, or in person at the registry offices, according to the standardized model in Annex 5.

The examination fee is 30 euros, according to fiscal ordinance number 5 published in the bulletin on February 12, 2021, and must be deposited into account ES 68 2100 1411 41 0200006463 with the concept “Borsa enginyer tècnic municipal”. Persons with a disability equal to or greater than 33% and job seekers under the terms provided in the bases are exempt from payment.

Once the pool is established, the call is made by telephone and email, with two calls in different time slots separated by at least one hour. If the applicant cannot be contacted within 48 hours, they lose the right to that call and the process continues with the next person on the list. Rejecting the first or second offer results in moving to the last position, and rejecting three offers results in exclusion.

Validity, functions, and evaluation commission

The pool will be valid for two years from its establishment or until a new one is established, with automatic extension for annual periods up to a maximum of five years. The functions of the position include the management of public lighting, water supply, and public road services, the health and safety coordination of municipal projects, the preparation of projects and valued reports, the coordination of the municipal wifi service, and the reporting of activity license files.

The Evaluation Commission will be collegiate and will consist of a president who is a civil servant of the city council or another local administration, two career civil servant members —one proposed by the Escola d’Administració Pública de Catalunya and another from another local administration— and the Secretary of the Corporation, with a voice but without a vote. The order of action for applicants begins with the letter “K”, according to the draw published in the bulletin on June 29, 2026 (insertion 2026-06055).

The call for applications comes at a time when the municipality needs to reinforce its municipal technical structure to handle activity, works, and installation licenses. For industrial technical engineering professionals interested in working in local administration, it is an access route with a pool that can remain operational for up to five years.
