Both Fuji City and Fujinomiya City are located in eastern Shizuoka Prefecture, and with this commencement of service, the sections within both cities will be treated as high-speed motor motorways. The notice itself does not contain numerical data such as traffic volume estimates, project costs, or changes in travel time after opening. Regarding the project entity or the history of development, this notice is limited to publicizing the fact of the commencement of service.

The Official Gazette dated October 23 also published a notice regarding changes to road areas by the Japan Expressway Holding and Debt Repayment Agency. Both were issued under the name of Minister of Land, Infrastructure, Transport and Tourism Tatsunori Ibayashi, based on Article 7, Paragraph 1 of the High-Speed Motorway Act.
