NPA restricts drone flights at two Nagoya special VIP residence facilities

The National Police Agency, in National Police Agency Notice No. 4 dated September 7, 2026, designated Espacio Nagoya Castle (3-19 Hinokuchi-cho, Nishi-ku, Nagoya City) and the Nagoya City Mizuho Park Athletics Stadium (5-1 Yamashita-dori, Mizuho-ku, Nagoya City) as “Target Special VIP Presence Facilities.” The designation is in conjunction with a VIP visit on September 19–20, and the flight of small unmanned aircraft, etc., is prohibited over the premises/areas of both facilities and their surrounding regions.

The notice was issued in the name of Yoshinobu Kusu, Commissioner General of the National Police Agency, based on the provisions of Article 3-2, Paragraphs 1 through 3 of the Act on Prohibition of Flight of Small Unmanned Aircraft, etc. over Areas Surrounding Important Facilities (Act No. 9 of 2016). It was published in the Official Gazette on September 7, 2026.

Designated Targets and Periods

• Espacio Nagoya Castle (3-19 Hinokuchi-cho, Nishi-ku) — Period: From September 19 to September 20, Reiwa 8 (2026). The surrounding area extends widely across Nishi-ku, Kita-ku, and Naka-ku.
• Nagoya City Mizuho Park Athletics Stadium (5-1 Yamashita-dori, Mizuho-ku) — Period: September 19, Reiwa 8 (2026). The area includes Shicho-cho and 5-chome Yamashita-dori in Mizuho-ku.

Scope of Surrounding Areas

Regarding the surrounding areas of the target facilities, the following were designated: in Nishi-ku, parts of Oshikiri, Kami-Nagoya, Kikui, Josai, Joshin, Shindo, Sukiyacho, Asama, Tenjinyama-cho, Nakono, Hananoki, Habashita, Hinokuchi-cho, and Horibata-cho; in Kita-ku, Kinjo 1-chome and Meijo 1-chome to 3-chome; and in Naka-ku, parts of Sannomaru, Ninomaru, Honmaru, and Marunouchi. Drawings showing the details of the areas are omitted from the notice and will be made available for public inspection at the National Police Agency and the Aichi Prefectural Police Headquarters, as well as published on the internet.

Treatment of Roads and Water Surfaces

• Among the roads included in the area, portions outside the area and road sections/intersections adjacent to the area are included in the surrounding region of the target facility.
• Sections of water surfaces adjacent to the area are also included in the surrounding region of the target facility.

Impact and Points of Caution

During the designation period, the flight of small unmanned aircraft, etc., is prohibited over the target areas, and drone operations by local residents and businesses will be restricted. Since illegal flights are subject to enforcement based on the law, anyone planning to fly in the relevant areas must verify the boundaries using the materials published by the National Police Agency and the Aichi Prefectural Police Headquarters.
