Justice and La Rioja sign technological services agreement for 2.06 million

The Ministry of the Presidency, Justice and Relations with the Courts and the Autonomous Community of La Rioja have signed an agreement for the provision of additional services regarding transferred technological solutions in the field of Justice, with a financial contribution from La Rioja of 2,060,580 euros. The agreement, signed on August 7, 2026, is published via the Resolution of September 4, 2026, of the Secretary of State for Justice in the Official State Gazette (Boletín Oficial del Estado) number 226, dated September 12, 2026 (official reference: BOE-A-2026-19101).

The agreement is framed within the Framework Agreement for the Transfer of Technological Solutions in Justice Matters, signed between both parties on October 31, 2025, and published in the BOE on November 15, 2025. Its objective is to deepen collaboration for the digitalization of the Administration of Justice in the community, ensuring the compatibility and integration of the systems of the Electronic Judicial Administration and the Prosecutor’s Offices within the scope of the State Technical Committee for Electronic Administration of Justice (CTEAJE).

Signing Parties and Regulatory Framework

The agreement is signed, on behalf of the Ministry, by Manuel Olmedo Palacios, Secretary of State for Justice, and, on behalf of La Rioja, by María Martín Díez de Baldeón, Councilor for Health and Social Policies of the Government of La Rioja. The text was approved by the Government Council Agreement of April 14, 2026, and is governed by Law 40/2015, of October 1, on the Legal Regime of the Public Sector.

• The State holds exclusive competence in the Administration of Justice (Article 149.1.5 of the Constitution).
• The acquisition and management of resources for the judicial bodies of La Rioja corresponds to the Community, according to Royal Decree 1800/2010 on the transfer of functions.
• The Statute of Autonomy of La Rioja (Organic Law 3/1982) attributes to the community the powers that the Organic Law of the Judiciary recognizes to the Government.

Financial Contribution and Distribution

The contribution of 2,060,580 euros is paid in four annual installments of 515,145 euros each (2026-2029) and includes all types of taxes and duties. The amount is broken down into two concepts:

• Operations: 1,242,720 euros (310,680 euros annually), covering technical profiles for operation, optimization, incident resolution, implementation, testing, environments, deployments, platforms, microservices, cloud, databases, and security.
• Licenses and maintenance: 817,860 euros (204,465 euros annually).

The first annual installment will be paid within the first three months following the signature, and subsequent installments in the first quarter of each year. In the event of non-payment, the Ministry may suspend the service.

Technological Solutions and Monitoring

The annex of the agreement details the transferred solutions, which include the Electronic Signature Portfolio, the HORUS Case File Viewer, the Minerva procedural management system, and the Scheduling Agenda. Monitoring is organized through a Monitoring, Oversight, and Control Commission, with a rotating semi-annual presidency, and a Technical Committee chaired by the Director General of Digital Transformation of the Administration of Justice.

The agreement will be valid for four years, extendable by mutual agreement for a maximum of another four, and will take effect upon its registration in the Electronic Registry of Cooperation Bodies and Instruments of the state public sector.
