Por FactBox Admin

The Contracting Board of the State Secretariat for Justice has opened a tender for the banking services of the Judicial Deposit and Consignment Accounts, a contract with an estimated value of 38,743,261.40 euros and a duration of 30 months. The announcement, processed under file ASE/2026/023, is published in the Official State Gazette (Boletín Oficial del Estado) no. 243, dated October 1, 2026, in section V-A of public sector procurement announcements (p. 51452), with the official reference BOE-B-2026-31699. The deadline for the receipt of bids or requests to participate ends at 2:00 PM on November 3, 2026.
The framework: state competence over judicial funds
The contract provides continuity to a structural service of the Administration of Justice: the opening and management of accounts in which judicial bodies and the Public Prosecutor’s Office maintain deposits and consignments in cash, effects, or securities. Its legal regime stems from Royal Decree 467/2006, of April 21, which regulates these deposits and consignments and assigns the Ministry of Justice the task of designating the credit institution providing the service, following selection by tender.
This framework is based on the Constitutional Court Judgment 50/2006, of February 16, which ruled in favor of the State regarding the ownership of the competence to set the conditions and contract the management of these accounts, as well as to collect the generated interest. The now-published tender adds to the immediate precedents of the same body: the prior notice sent to the Official Journal of the European Union on September 25, 2026, and the publications identified as 2026-001853147 (March 31, 2026) and 225171-2026 (April 1, 2026).

The 80% weight assigned to the remuneration offered for banking management makes the economic proposal of the credit institutions the decisive factor of the competition.
