Junta concede 5.500 euros a 31 afectados por los incendios del verano

The Regional Government of Castilla y León has granted a new direct subsidy of 5,500 euros to each of the 31 professional farmers, livestock breeders, and beekeepers whose holdings were damaged by the large forest fires of the summer of 2026. The measure is formalized in Order AGR/984/2026, of September 29, published in the Official Gazette of Castilla y León (BOCyL) number 192, of October 2, 2026, and amounts to a total sum of 170,500 euros. The regulation bears the signature of the Councilor for Agriculture, Livestock, Rural Environment, and Environmental Policy, Joaquín Antonio Pino.

The text is based on Agreement 135/2026, of July 30, of the Regional Government of Castilla y León, which scheduled the actions for the recovery of the areas affected by the fires of the summer of 2026. The territorial scope is defined by the list of municipal districts and localities established in the Resolution of July 30, 2026, of the Second Vice-Presidency of the Regional Government of Castilla y León, later expanded by the Resolutions of August 4, 2026, and September 2, 2026, and cross-referenced with the Department’s graphic and satellite systems.

This is not the first disbursement. By agreement of August 13, 2026, the Regional Government authorized a direct subsidy of 5,500 euros in favor of 339 professionals, and on August 27, 2026, it approved a second one for another 48. The expansion of the list of municipalities and the update of the damage data revealed new holders who met the requirements and did not appear in the previous lists, which prompted the Agreement of September 24, 2026, which is now being executed.

A third list of beneficiaries

The order grants the aid to 31 holders of agricultural holdings, who are detailed in Annex II with their NIF partially hidden and an individual amount of 5,500 euros. Among the recipients are natural persons as well as entities, such as Bravo Álvarez, S.L., El Quintanar de El Espinar, S.L., Ganadería Chapao T.C., Ganadería La Rinconada, S.C., Luanpi, S.A., and the Estate of Félix Romano Torres.

Those who have submitted the single CAP application for 2026 in Castilla y León and meet these requirements are considered “professional farmers and livestock breeders”:

  • Natural persons: registered in the Special Social Security Regime for Self-Employed Workers (RETA), with or without incorporation into the Special System for Self-Employed Agricultural Workers (SETA).
  • Agri-food cooperatives, community land exploitation cooperatives, and associated work cooperatives for agricultural exploitation purposes.
  • Agricultural Transformation Societies (S.A.T.) and shared ownership of agricultural holdings.
  • Communities of assets, vacant inheritances or communities of heirs, and civil societies without commercial purpose, provided that at least one of their members is registered in the RETA.
  • Commercial entities whose majority shareholder is registered in the RETA for agricultural activity.

Amount, increases, and financing

Each holder will receive a single minimum aid of 5,500 euros, without prejudice to the fact that the amount may be increased up to a maximum of 25,000 euros in future agreements, depending on the affected agricultural area, the number of animals deceased, lost, or slaughtered, and the destroyed hives, if the application of the scales exceeds that figure. The scales will be established in future agreements.

The aid falls under the de minimis regime and complies with Commission Regulation (EU) No 1408/2013 of 18 December 2013 on de minimis aid in the agricultural sector. The expenditure is charged to the budget application 03.04.G.412A01.77039.0 of the General Budgets of the Community for 2026.

Acceptance, payment, and appeals

Given the circumstances of force majeure, the aid is understood to be accepted from the date of publication of the order in the BOCyL. If the interested party rejects the grant, they have ten days from that publication to communicate it, after which the appropriate resolution will be adopted. The payment will be a single payment per beneficiary, once it has been verified that they are up to date with tax and Social Security obligations.

Against the order, which ends the administrative route, the following are possible:

  • Optional appeal for reversal (recurso potestativo de reposición) before the same body, within a period of one month.
  • Contentious-administrative appeal before the Contentious-Administrative Chamber of the High Court of Justice of Castilla y León, within a period of two months.

Both periods are counted from the day following the publication in the BOCyL.

The new round increases to 418 the agricultural professionals covered by these direct grants since August, an urgent administrative response to a sector that has seen crop areas burned, hives destroyed, and livestock lost. The order recalls that the objective is to protect the viability of the holdings, maintain activity and employment in the affected areas, and recover their productive fabric as soon as possible.
