Board awards job positions in final resolution of transfer competition

The Vice-Ministry of Public Administrations, Institutional Relations and Citizen Service of the Regional Government of Castilla y León has definitively resolved the open and permanent transfer competition for the provision of positions assigned to staff employed under labor law at the service of the General Administration of the Community and its Autonomous Bodies. The resolution, dated 13 August 2026 and signed by the Vice-Minister José Miguel de Elías Hernández, is published in Official Gazette of Castilla y León number 159, of 18 August 2026, under reference BOCYL-D-18082026-159-1.

The document falls within the competition regulated by Article 26 of the Collective Agreement for Staff Employed under Labor Law of the General Administration of the Community of Castilla y León and its Autonomous Bodies, published by Resolution of 19 June 2023 of the Directorate General for Labour and Prevention of Occupational Risks. The procedure is governed by the Resolution of 29 September 2023 of the same Vice-Ministry, which establishes four annual resolutions — February, May, August and November — each preceded by a provisional award phase and a period for allegations.

Award of positions throughout the community

Annex I of the resolution contains an extensive list of positions definitively awarded, distributed across all regional ministries and territorial services of the region. The destinations cover the nine Castilian-Leonese provinces: Ávila, Burgos, León, Palencia, Salamanca, Segovia, Soria, Valladolid and Zamora. The complete list of awards occupies 23 pages of the gazette.

The positions awarded correspond to various professional categories of staff employed under labor law, among which the following stand out:

  • Graduate-level staff (group 1) in units such as the Directorate of External Action of the Ministry of the Presidency
  • IT Support Technicians (group 3) in Territorial Delegations of Economy and Finance
  • Library Assistants (group 3) in provincial public libraries of Ávila, León, Palencia, Segovia, Soria and Valladolid
  • Technical Educational Assistants (group 3) in educational centres of the Ministry of Education
  • Switchboard Operators (group 4) in various general secretariats
  • Ushers and ancillary staff (group 4) in educational centres, museums and archives
  • Drivers (group 3) in territorial services of Mobility and Digital Transformation
  • Works Supervisors and Road Assistants (group 4) in road maintenance sections
  • Labourers and service staff (group 4) in sports and cultural facilities

Assessment criteria and exclusions

The award has been made at the proposal of the Transfer Committee, as set out in Minutes No. 16/2026, dated 12 August 2026. The scoring system assigns points to each applicant based on seniority in the current post, total seniority in the Administration, and preference of professional category. Vacant posts will be announced through the notice boards of the registry assistance offices and on the Public Employee Portal of the Regional Government.

Annex II of the document lists 26 people definitively excluded from the competition, most of them due to the reason set out in basis 2.1 d) of the call, which refers to failure to meet requirements. Seven applicants have been excluded under basis 1.3, relating to the validity of the application.

Deadlines for cessation and taking up post

The resolution establishes specific deadlines for the effectiveness of the transfers:

  • Cessation in the current post must take place within three business days following the publication of the resolution in the BOCYL.
  • Taking up the new post must be done within three business days if it does not involve a change of locality, or fifteen business days if it involves a change of locality or reinstatement to active service.
  • The competent authority may defer cessation for a maximum of one month due to service needs, unless the post has been awarded in the competition or another person must take up the post.
  • The transfers are voluntary and do not give rise to any right to compensation.

Likewise, the resolution declares the loss of validity of applications submitted before 1 September 2025, which will be filed for the November 2026 resolution.

Appeal and guarantees

The resolution exhausts the administrative route. Against it, a claim may be filed within two months from the day following its publication before the Social Courts, in accordance with Article 69.2 of Law 36/2011, of 10 October, regulating the social jurisdiction. The resolution has been issued with the approval of the Directorate General for the Civil Service, in accordance with Decree 1/2022, of 19 April, of the President of the Regional Government of Castile and León, on the restructuring of regional ministries, and Order PRE/1367/2022, of 3 October, on the delegation of powers to the governing bodies of the Ministry of the Presidency.

This final resolution of the August competition represents one of the four annual calls provided for to guarantee the mobility of the labour staff of the Regional Government of Castile and León, allowing workers to access new posts within the regional Administration in accordance with the merit system established in the collective agreement.
