Por FactBox Admin

The National Jury of Elections (JNE) set November 23, 2026, as the installation date for the Special Electoral Jury of Cañete, the body that will administer electoral justice in the first instance for the five popular consultations for territorial demarcation purposes called for July 25, 2027. The decision is contained in Resolution No. 4369-2026-JNE, dated October 21, 2026, published in the official newspaper El Peruano on Tuesday, October 27, 2026 (No. 19600), in the Legal Norms section.
Headquarters, jurisdiction, and territorial scope
The new collegiate body will be headquartered in the district of San Vicente de Cañete, province of Cañete, department of Lima. Its jurisdiction will be exclusive to the popular consultation processes and will replace, for that purpose only, the Special Electoral Jury of Cañete already installed for the 2026 Regional and Municipal Elections process, which will remain in office until the new body is installed.
The consultations it will resolve were called via five resolutions dated April 28, 2026, published on April 30 of that year in El Peruano:
- Resolution No. 0895-2026-JNE
- Resolution No. 0896-2026-JNE
- Resolution No. 0897-2026-JNE
- Resolution No. 0898-2026-JNE
- Resolution No. 0899-2026-JNE
The election day was set for July 25, 2027, in accordance with the Plenary Agreement of July 24, 2026.
Background: the design planned in May
Resolution No. 1183-2026-JNE, dated May 22, 2026, established that a Special Electoral Jury would be in charge of the first instance of the five consultations and determined that this body should be that of Cañete, headquartered in the same city, but with exclusive jurisdiction for demarcation processes. Along those lines, actions were arranged to form the new collegiate body.
According to the preamble of the resolution published today, as that formation is currently in process, it was appropriate to set the installation date and communicate it to the Superior Court of Justice of Cañete and the Board of Superior Prosecutors of the Fiscal District of Cañete, so that they may provide the necessary facilities to the magistrates appointed as president and second member.
Special electoral juries are temporary bodies composed of a superior judge, who presides over them and is appointed by the superior court of the respective judicial district; a superior prosecutor appointed by the Public Ministry; and a third member chosen by the JNE through a public lottery from a list of twenty-five citizens residing at the jury’s headquarters, in accordance with Law No. 26486, Organic Law of the National Jury of Elections.
Communications and publication
Article 2 of the resolution provides for notifying the following entities of the measure:
- Judiciary and Public Ministry
- Presidency of the Council of Ministers
- National Office of Electoral Processes (ONPE)
- National Registry of Identification and Civil Status (RENIEC)

Article 3 orders the publication of the resolution in the official newspaper El Peruano and on the institutional portal of the JNE. The document bears the signatures of Burneo Bermejo, Maisch Molina, Gonzales Barrón, Torres Cortez and Oyarce Yuzzelli, with the general secretariat in the charge of Clavijo Chipoco.
The electoral calendar is thus set: the installation of the jury on November 23, 2026, opens the organizational stage of a process that will be decided at the polls on July 25, 2027, with the first jurisdictional instance already assigned to a body based in Lima provinces and with competence limited exclusively to territorial demarcation consultations.
