JNE accredits Transparencia as an observer in the 2026 elections

The National Jury of Elections (JNE) accredited the Transparencia Civil Association as an institution authorized to present electoral observers in the 2026 Regional and Municipal Elections (ERM 2026) process, called for Sunday, October 4. The decision was adopted by the Plenary of the JNE through Resolution No. 3081-2026-JNE, published in the Legal Norms section of the official newspaper El Peruano on Wednesday, September 9, 2026, page 98.

The accreditation was processed under File No. ERM.2026036024, based on the request submitted on August 4, 2026, by Omar Awapara Franco, in his capacity as general secretary and representative of the association. With this resolution, Transparencia will be able to deploy observers at polling stations, Special Electoral Juries, and before the JNE itself throughout the electoral process.

Regulatory framework of electoral observation

Electoral observation is based on articles 336 to 340 of Law No. 26859, Organic Law of Elections, which allow the accreditation of eligible citizens as observers who are not candidates, party members, representatives of political groups, or members of electoral bodies. The accreditation procedure for national organizations is regulated by the Electoral Observation Regulations, approved by Resolution No. 0109-2025-JNE.

The ERM 2026 were called by Supreme Decree No. 001-2026-PCM, published on January 7, 2026, to elect governors, vice-governors, and regional councilors, as well as mayors and councilors of the provincial and district councils throughout the Republic.

Requirements and scope of accreditation

To obtain accreditation, the association submitted the documentation required by article 18 of the regulations, which includes:

• A literal copy of the electronic record issued by the National Superintendency of Public Registries (Sunarp), stating that electoral observation is among its purposes.
• A duly substantiated and detailed electoral observation plan.
• A financing plan, including the amounts and the entity of origin of the funds.
• A copy of the legal representative’s identity document and proof of payment of the respective fee.

The JNE verified that Transparencia meets the requirements and that its purposes are of a cultural and educational nature, aimed at strengthening democratic values through civic education campaigns and collaborating to ensure that electoral processes are recognized as free, honest, and transparent.

Obligations and institutional coordination

The resolution specifies that the association must enter the data of its electoral observers into the Integrated Jurisdictional Case System (SIJE), for which the JNE will provide its representative with the user code and access password. Likewise, the decision will be brought to the attention of the Special Electoral Juries, the National Office of Electoral Processes (ONPE), and the National Registry of Identification and Civil Status (Reniec).

The accreditation is valid from its issuance until the conclusion of the electoral process, and its participation will be subject to the powers and prohibitions established in the Organic Law of Elections and the Electoral Observation Regulations. The Plenary of the JNE was composed of magistrates Burneo Bermejo, Maisch Molina, Gonzáles Barrón, Torres Cortez, and Oyarce Yuzzelli, with general secretary Clavijo Chipoco.

The incorporation of Transparencia as an observer reinforces the mechanisms of citizen control over a process in which authorities will be elected in the twenty-six constituencies of the country. Its presence contributes to transparency and public confidence in the integrity of the October 4 elections.
