Jerez somete a alegaciones la modificación de su ordenanza general de recaudación

The City Council of Jerez de la Frontera has opened the public information process for the modification of the General Fiscal Ordinance (0.00) for the Management, Collection, and Inspection of Municipal Taxes and Other Public Law Revenues. The initial approval agreement was adopted by the Plenary of the Corporation in an ordinary session held on September 25, 2026, and the announcement is published in the Official Gazette of the Province of Cádiz (BOP) No. 203, dated October 21, 2026, under announcement number 333.180. Taxpayers and other interested parties have 30 business days to examine the file and submit claims or suggestions.

The public exhibition complies with Article 17 of Royal Legislative Decree 2/2004, of March 5, which approves the Revised Text of the Law Regulating Local Treasuries, the regulation that governs the processing of modifications to fiscal ordinances and their final approval. This is the municipal regulation that organizes the management, collection, and inspection of taxes and the rest of the public law revenues of the City Council; therefore, its revision affects the ordinary operation of the municipal Treasury in its relationship with tax obligors.

Initial approval and content of the file

The file appears on the plenary agenda under the designation of provisional approval of the modification of Fiscal Ordinance (0.00), the general collection management regulation of the municipality. The plenary agreement of September 25, 2026, is the act that activates the public information process and which, if applicable, will elevate the modification to final status.

The announcement appears signed in Jerez de la Frontera on September 30, 2026, by the Chief Official acting as General Secretary of the Plenary, Cecilia García González; the Mayor of Jerez, María José García-Pelayo Jurado; and the Acting Treasurer (City Council, FMFyE, and ELAs), Basilio Miguez Vargas.

Thirty business days and where to consult the file

The period for submissions is counted from the day following the publication of the announcement in the BOP and is carried out under the following conditions:

  • Duration: 30 business days from the day following the insertion of the announcement in the Official Gazette of the Province of Cádiz.
  • Place of consultation: the offices of the City Council of Jerez de la Frontera, where the file remains available to interested parties.
  • Complementary publicity: the file is also displayed on the notice board and the municipal transparency portal.
  • Purpose of the process: to submit the claims and suggestions that interested parties deem appropriate regarding the initially approved text.

What happens when the period ends

If no claims or suggestions have been formulated by the end of the public exhibition period, the provisional agreement shall be understood as definitively approved without the need for a new plenary agreement. In that case, the modification will be published in the BOP and will enter into force as of that publication.

If, on the contrary, claims or suggestions are presented, it will be the responsibility of the Plenary to resolve them and likewise pronounce itself on the definitive approval of the modification, such that the text will not be finalized until that pronouncement.

The revision of the general collection ordinance is relevant for any person or entity with tax or other obligations to the City Council, because it establishes the rules for the management, collection, and inspection of municipal revenues. This procedure now opens the only provided window for those affected to influence the text before it enters into force.
