Jaén admits for processing the urbanization project of the SUP-II-1 sector

The Municipal Urban Planning Management Council of the Jaén City Council has admitted for processing the urbanization project for sector SUP-II-1 of the capital’s General Urban Development Plan (PGOU), promoted by its Compensation Board. The agreement was adopted at the ordinary session of 24 July 2026 and is published in the Official Bulletin of the Province of Jaén number 157, of 14 August 2026, edict 2026/3717. The decision opens a public information period of twenty working days for those who may be interested.

Sector SUP-II-1 is one of the pending developments of the PGOU of Jaén, whose urbanization project was submitted on 8 October 2025 by the Compensation Board. Admission for processing does not amount to final approval: the agreement makes its effectiveness conditional upon the correction of the technical objections noted in the Municipal Technical Report of 29 June 2026 and upon the resolution of the affectation of the livestock route on dozens of plots in the sector.

Conditions for final approval

The agreement provides that the City Council will not grant a construction license or works license on the plots resulting from Annex 2 until the Territorial Delegation of the Regional Ministry of Sustainability, Environment and Blue Economy of the Andalusian Regional Government receives the stipulated amount for the affectation of the livestock route. Payment of the value of the disputed development units may be made in two ways:

  • by affecting plots with development rights equal to or greater than those disputed by the initial contested cadastral parcel;
  • or by depositing the economic value of the disputed units, in accordance with the value approved in the land replotting project.

The guarantee will be included in the Final Settlement Account of the land replotting project and must be transferred to Property Registry No. 1 of Jaén for publicity by means of a marginal note, in accordance with mortgage legislation.

Public information and environmental assessment

The project will be subject to public information for twenty working days, counted from the day following its publication in the BOP, with announcements on the notice board of the municipal electronic headquarters and in one of the newspapers with the largest circulation in the province. Simultaneously, the mandatory reports will be requested from the administrations with sectoral competences, in accordance with Article 105 of Decree 550/2022, of 29 November, which develops Law 7/2021, of 1 December, on the Impulse for the Sustainability of the Territory of Andalusia, as well as from the utility companies. The request to initiate the simplified Strategic Environmental Assessment will also be sent to the competent Territorial Delegation for the Environment, accompanied by the Advance Document and the Initial Strategic Document (ISD).

Financial guarantee of 20% of the budget

The developer must provide a financial guarantee equivalent to 20% of the material execution budget, set at 6,657,881.47 euros, which amounts to 1,331,576.29 euros. The guarantee, which may be deposited in cash, by bank guarantee or surety insurance, shall cover the correct execution of the works, the timeframes of the phased plan, and any defects that become apparent during the guarantee period, and shall not be cancelled until the works are finally accepted by the City Council. Its provision is an essential and prior requirement for the final approval of the project and for the commencement of the works.

The plots affected by the livestock trail

Annex 2 of the notice lists the resulting plots affected by the livestock trail in the sector, whose owners include:

  • Hierros Serrano Gámez SA and Hierros Serrano Gámez SL;
  • Fama Proyectos SL, Inversiones Puerta Arenas SL, Arquitrabe 2001 SL and Construcciones Roma Acción SL;
  • Ministry of Development (Renfe and National Heritage);
  • Provincial Council of Jaén and the City Council of Jaén itself, together with numerous private owners.

The resolution, signed in Jaén on 30 July 2026 by the president of the Governing Board of the Municipal Urban Planning Office, Mª de África Colomo Jiménez, will be notified to the interested parties, warning that, as this is a procedural act, no administrative appeal may be lodged, without prejudice to the submissions that may be presented during the public information period.

The admission for processing unblocks a key file for the urban development of the capital of Jaén, but final approval remains subject to compliance with technical, environmental and economic conditions. Until the objections are resolved, the compensation for the livestock trail is paid and the environmental assessment is completed, no building permits may be granted on the affected plots in the sector.
