Iznalloz approves scooter ordinance with fines of up to 500 euros
Por FactBox Admin

The Plenary of the Iznalloz City Council initially approved, in an ordinary session on August 31, 2026, the Municipal Ordinance on the Circulation of Urban Mobility Vehicles (VMU) and Personal Mobility Vehicles (VMP), which sets the minimum age for circulation at 16, makes helmets mandatory, and provides for fines of up to 500 euros. The agreement, processed as file 761/2026, is published in the Official Gazette of the Province of Granada No. 194, dated October 7, 2026, with the reference BOP-GRA-2026-194023, and opens a 30-day period for public information.
According to its statement of motives, the regulation responds to the consolidation of scooters and other light vehicles in the daily life of the municipality, which provide advantages in sustainability and emission reduction but generate new challenges for road safety, coexistence with pedestrians, and the preservation of public space. The announcement, signed by Mayor Carlos Romero López in Iznalloz on October 5, 2026, submits the text to public information and a hearing for interested parties for thirty days; if no claims or suggestions are presented, it will be definitively approved without the need for an express agreement from the Plenary. Entry into force will occur once definitively approved and published, following the period provided for in Article 65.2 of Law 7/1985, regulating the Bases of the Local Regime.
Minimum age, helmet, and prohibitions
The ordinance sets the minimum age for circulating with an urban mobility vehicle on public roads and spaces at 16 years. Minors of that age may only use them when they are appropriate for their age, height, and weight, in spaces closed to traffic, and accompanied under the responsibility of their parents or guardians.
- Mandatory approved or certified helmet, in addition to approved lights, bells, and reflective elements.
- Yellow reflective vest and luminous reflective band during nighttime hours.
- Prohibited to circulate with two people on the same device, with headphones connected to sound players, and under the influence of alcohol or drugs.
- Prohibited circulation on sidewalks, pedestrian zones, lanes with a 50 km/h limit, bus lanes, tunnels, and landscaped areas.
Speeds and authorized spaces
The text details the enabled spaces and their speed limits, with special attention to pedestrian priority at crossings and shared paths.
- Cycle streets: up to 25 km/h.
- Bike lanes: up to 20 km/h.
- Cycle paths: up to 15 km/h.
- Bike sidewalks: up to 10 km/h.
- Shared paths with pedestrians and public parks: 5 km/h.
- Weekends, holidays, and peak pedestrian traffic hours: 5 km/h.
- Minimum distance of one meter from pedestrians and a lateral separation of at least 1.5 meters when overtaking.
Regarding parking, parking areas shall preferably be located next to the roadway, must respect a minimum pedestrian width of 2.5 meters and a distance of two meters from pedestrian crossings, and may not occupy the sidewalk.
Delivery and economic activities
Companies and individuals using PMDs (Personal Mobility Devices) for the delivery of parcels, food, goods, and urban distribution of merchandise, as well as for tourist itineraries with rentals, must have civil liability insurance with minimum coverage of one million euros. Municipal authorization, a document certifying homologation and identification by chassis number, a proposal of itineraries and schedules, and a declaration of commitment regarding the consumption of alcohol or drugs are also required. Organizing economic activities with PMDs without municipal authorization is classified as a very serious infringement.
Sanctions and information campaign
- Minor infringements: fines of up to 100 euros.
- Serious infringements: 200 euros.
- Very serious infringements: 500 euros.
Serious infringements include driving while under 16 years of age, carrying two people on a scooter, or circulating through prohibited roads and zones; among the very serious are reckless driving, circulating under the influence of alcohol or drugs, and being towed by other vehicles. The City Council may immobilize and remove the vehicles, with a fee of 100 euros for removal and 5 euros for each day of municipal storage. During the first two months from the entry into force, informative and educational campaigns will be developed aimed at the citizenry, especially young people and educational centers, and infringements will be sanctioned with a warning except in cases of risk or recidivism.
The ordinance affects all scooter users in the municipality and the delivery companies operating within it, which must adapt their fleets, insurance, and routes to the new requirements. The thirty-day public information period is the last opportunity to submit allegations before the text is definitively approved.
