Por FactBox Admin

The Izagre City Council (León) has announced a tender for the lease of 33.4683 hectares of municipal heritage rural estates, grouped into three lots, with a minimum rent of 40 euros per hectare per year. The call is published in the Official Gazette of the Province of León no. 186, dated September 29, 2026, and stems from the Mayoral Resolution of September 24, 2026, which approves the file and the specifications of particular administrative clauses (reference BOP-LE-2026-186007). Interested parties have ten business days to submit their offers.
The contract is a private lease of heritage assets consisting of rural estates located in the municipality of Izagre, intended for agricultural or livestock grazing activities. The duration is set at five years, in accordance with Article 12 of Law 49/2003, of November 26, on Rural Leases, with the exceptions provided for in the fifth clause of the specifications for leases affected by land consolidation processes.
The processing is ordinary and the procedure is open, with awarding by tender according to Article 107.1 of Law 33/2003, of November 3, on the Heritage of Public Administrations. The contracting body is the Mayor’s Office and the department processing the file is the municipal Secretariat.
Three lots, ten plots, and 1,338.73 euros annually
The area put out to tender amounts to 334,683 square meters (33.4683 hectares), distributed across ten plots and three lots:
- Lot 1: five plots (polygons 101, 102, 103, 104, and 105), 116,966 m² (11.6966 ha) and a minimum annual price of 467.86 euros.
- Lot 2: two plots (polygon 47, plot 49, mass 6; and polygon 49, plot 37, mass 4), 126,089 m² (12.6089 ha) and 504.36 euros annually.
- Lot 3: three plots from polygon 107 (plots 48, 69, and 73), 91,628 m² (9.1628 ha) and 366.51 euros annually.
- Total: 334,683 m² (33.4683 ha) and 1,338.73 euros of minimum annual rent.
Plots whose concession was annulled by Mayoral Decree No. 2025-0111, of November 10, 2025 (polygon 103, plot 2; polygon 106, plots 43 and 53) are excluded from the tender. Proposals for an annual amount lower than the minimum price of the referred lot will not be accepted, although offers may be improved upwards.
Price and farmer status as the only criteria
There are two awarding criteria, both with automatic valuation:
- Price: one point for each euro of annual rent offered per lot, with fractions of a euro scored proportionally.
- Farmer status: 50 points if the bidder proves this status.
Each lot is valued and awarded independently to the bidder who obtains the highest total score. In the event of a tie, the award shall first go to the party who proves their status as a farmer and, if the tie persists, to the party who submitted their bid first, calculated by the date and time of the entry registration.
Ten business days and submission in two envelopes
The deadline for submitting proposals is ten business days starting from the day following the publication of the announcement in the Official Gazette of the Province of León, until 2:00 PM on the final day, excluding Saturdays, Sundays, and holidays. Bids are to be delivered to the offices of the Izagre City Council, at calle Ronda de las Eras, 8 (P.C. 24293), on Mondays from 10:00 AM to 2:00 PM and Thursdays from 12:15 PM to 2:30 PM, or through any of the channels specified in article 16.4 of Law 39/2015, of October 1. Electronic submission is not required.
Each bidder may only submit one bid, in two sealed envelopes: envelope “A” containing the administrative documentation and envelope “B” containing the economic bid and the documentation that can be automatically quantified, including, where applicable, proof of farmer status. The opening will be held in a public act in the Plenary Hall of the City Council within five days following the end of the deadline, and the specific date and time will be published in the contractor profile and on the notice board.
The costs of elevating the contract to a public deed, the irrigation fee, and any other payment whose taxable event is the awarded property shall be borne by the successful bidder. The specifications and the remaining documentation are available to interested parties on the municipal electronic office, on the notice board, and in the municipal offices. The announcement was signed in Izagre on September 24, 2026, by the mayor, Enrique Santervás Paniagua.
The call for bids offers farmers and livestock breeders from the region the possibility to lease municipal agricultural land for five years at a starting price of 40 euros per hectare, with farmer status serving as a decisive advantage in the scoring. Furthermore, the competition comes after the City Council annulled the granting of three plots in November 2025, which remain excluded from this tender.
