IVASS appoints permanent staff through a merit-based competition for stabilization

The president of the Valencian Institute of Social Services (IVASS), Elena Albalat Aguilella, has resolved to appoint a worker in the category of maintenance assistant coordinator as permanent contractual staff, after passing the exceptional stabilization selection process by merit competition. The resolution, signed in València on August 3, 2026, is published in the Official Gazette of the Generalitat Valenciana (DOGV) on August 20, 2026, with the reference DOGV-C-2026-27223, and sets the final award of the position for September 15, 2026.
A public employment stabilization process
The appointment is part of the stabilization processes for the reduction of temporary employment in the public sector, convened by the exceptional merit competition system in accordance with the public employment stabilization offer approved by the Resolution of May 27, 2022, of the president of IVASS. Said resolution publicized the Agreement of May 17, 2022, of the Governing Council, which annulled the public employment offers of 2018 and 2019 and approved the stabilization offer for 2022 (DOGV 9497, 12.26.2022).
The final scores of the merit assessment for the category of maintenance assistant coordinator were published via the Agreement of February 25, 2025, of the technical selection body (DOGV 10057, 02.28.2025). Having verified the supporting documentation for the fulfillment of the requirements, the appointment as permanent contractual staff of the entity proceeds.
Appointment and contract conditions
The appointed person, Ana Ternero Estévez, will take possession of the position through the formalization of an employment contract that will meet the conditions of current legislation. The contract will be governed by:
- The Workers’ Statute, approved by Royal Legislative Decree 2/2015, of October 23.
- Article 11 of Royal Legislative Decree 5/2015, of October 30, recast text of the Basic Statute of Public Employees Law.
- The II Collective Agreement for contractual staff in the service of CONVASER, currently IVASS.
Newly hired staff must pass a probationary period in accordance with Article 8 of the applicable agreement. Those who have previously performed the same functions within the entity, under any form of contracting, are exempt from the probationary period.
Award of the position and effects
The award ceremony for the position will take place on September 15, 2026. Those who already hold the status of permanent contractual staff, permanent statutory staff, or career civil servants must request automatic voluntary leave of absence for providing services in the public sector, unless they have been occupying the same position that is being awarded to them. The economic and administrative effects of the award will take effect from the date of the signing of the employment contract between the candidate and IVASS.
The resolution, which exhausts administrative remedies, is issued in exercise of the competence established in Article 4.2 of the Organization and Operation Regulations of the Valencian Institute of Social Action and in Decree 7/2013, of January 4, of the Consell (DOGV 6937/07.01.2013). An appeal may be filed against it, within a period of two months, before the corresponding Social Court, according to Article 69 of Law 36/2011, of October 10, regulating social jurisdiction.
Relevance for the public sector and social services
This appointment consolidates the staff of IVASS, a key entity in the provision of Valencian social services, and materializes the commitment to reduce temporary employment in the public sector through the stabilization of job positions. The final award on September 15 will allow the worker to acquire the status of permanent contractual staff, reinforcing the stability of a group essential for the provision of services to the citizenry.
