Strategic environmental report of the Esteban Pérez plan of Yerobi

The Director of Environmental Administration of the Basque Government, through a resolution dated July 28, 2026, has formulated the strategic environmental report for the Special Urban Development Plan (HAPB) of Esteban Pérez de Yerobi street in Irún, and has specified that the plan will not have a significantly harmful effect on the environment; therefore, this resolution is not subject to an ordinary strategic environmental assessment. The resolution has been published in the Official Gazette of the Basque Country (EHAA), issue number 161 of August 25, 2026, with official reference 2026/3693.
Purpose and location of the plan
The scope of the plan covers 2,021 m² on the right bank of the Dunboa canal in Irún, in a fully urbanized area, bordered to the north and south by residential buildings, to the east by Arbesko Errota street, and to the west by the canal. The main objective of the plan is to reduce the flood risk of the Uranzu-Uztapide-Navarra basin by installing an underground storm-water well and a surface kiosk for its service support.
Procedure and alternatives
The Irún City Council completed the request for a simplified strategic environmental assessment on December 11, 2025, under the protection of Law 10/2021 of the Environmental Administration of the Basque Country and the Environmental Assessment Law 21/2013. The consultation process for affected public administrations and interested parties began on January 15, 2026. The environmental document analyzed four options:
- Option 0 (no intervention): does not respond to the flood problem of the basin, therefore it was rejected.
- Option 1: installation on other private plots in the basin, rejected due to economic, social, and programming consequences.
- Option 2: installation on Esteban Pérez de Yerobi street, which is hydraulically suitable and minimizes affections; selected.
- Option 3: installation in other public areas of the basin, which is hydraulically and urbanistically worse.
Protective and corrective measures
The resolution establishes several measures, among others: accepting that the partial occupation of the Public Domain Ownership protection area is justified, complying with the acoustic limits of Decree 213/2012, and notifying the Culture Department of the Provincial Council of Gipuzkoa regarding licenses for works involving earth movement in the Marismas archaeological area. Measures are also established for the construction phase to manage waste, protect water and soil, maintain air quality, and respect daily schedules.
Conclusion and validity
The resolution specifies that, provided the protective and corrective measures are met, the plan will not cause a significantly harmful environmental impact and, therefore, an ordinary strategic environmental assessment is not necessary. The report has a validity of four years: if the plan is not approved within that period, it will be invalidated and the procedure must be restarted, unless the environmental body grants an extension.
This resolution paves the way for the implementation of flood-risk infrastructure in a strategic urban area of Irun, and has a direct impact on local urban development and the safety of the inhabitants of the Uranzu-Uztapide-Navarra basin.
