INVIAS sets requirements for differential toll rates at three stations

The National Institute of Roads (INVIAS) published in the Official Gazette number 53,622, on Thursday, September 10, 2026, three resolutions that establish the requirements, procedure, and mechanisms for granting, replacing, and controlling the benefit of differential toll rates at the Saboyá, Los Curos, and Casablanca stations. The administrative acts, signed on July 8, 2026, by the Director General, Juan Guillermo Jiménez Gómez, are effective as of their publication.

The resolutions implement the provisions of the Ministry of Transport, which through resolutions 20263040021045, 20263040020675, and 20263040021035 of 2026 established differential rates for special categories IE, IIE, and IIIE at said stations, effective from June 16, 2026. The regulatory framework is based on Article 21 of Law 105 of 1993, Decree 1292 of 2021, and Decree 0092 of 2026.

Beneficiaries by station

Each resolution delimits the beneficiaries according to the jurisdiction of each toll:

• Resolution 3258 of 2026 (Saboyá station, Route 45 A 05, Ubaté-Puente Nacional sector, PR 66+0500, Boyacá): residents of the municipality of Saboyá, non-residents with labor or commercial activity in that jurisdiction, and owners of category I and II vehicles providing public passenger service on the Chiquinquirá-Corregimiento de Garavito route.
• Resolution 3259 of 2026 (Los Curos station, Route 45 A 07, San Gil-Bucaramanga, PR 53+0730, Santander): residents of Cepitá, Jordán, and the corregimiento of Pescadero (Piedecuesta), persons with labor or commercial activity in those jurisdictions, and category IIIE vehicles transporting sand for companies in the area of influence.
• Resolution 3262 of 2026 (Casablanca station, Route 45 A 04, Bogotá-Ubaté, Zipaquirá-Ubaté sector, PR 40+0000, Cundinamarca): residents of Nemocón, Cogua, and Tausa, and non-residents who carry out labor or commercial activities in said jurisdictions.

Requirements and procedure

Interested parties must provide, among others, an identity document, the vehicle’s traffic license, a residence certificate issued by the municipal mayor, a certificate of tradition and freedom of the property, current SOAT (mandatory traffic accident insurance) and technical-mechanical inspection, and must not have any traffic fines, sanctions, or summons, nor reports for toll evasion. The differential rate applies to up to two vehicles per family group.

The application is filed before the INVIAS Toll Management Group, via email, at the office located at Calle 25G No. 73B-90 in Bogotá, or through the provided application. INVIAS evaluates the fulfillment of requirements and communicates its decision within the following fifteen business days; once the application is approved, the beneficiary must acquire and install, at their own expense, the electronic vehicle payment device (RFID TAG) and associate it at the station, after which the benefit is activated in the system within three days.

Control and loss of the benefit

The benefit is lost when it is evidenced that the beneficiary has ceased to reside or carry out their activity in the jurisdiction, due to the sale of the vehicle without informing INVIAS, due to dissociation from the accredited transport company, due to documentary fraud, due to the commercialization of the rate right, due to toll evasion, or due to the use of the device in a different vehicle. The loss is applied for six months, or twelve in case of recidivism, unless the interested party proves to have timely reported the occurrence of the cause.

The differential rates include the value of the Road Safety Fund (FOSEVI). In Saboyá, category IE is set at $1,900 and IIE at $2,100; in Casablanca, IE at $6,400 and IIE at $6,800.

The measure seeks to alleviate the economic burden on residents and workers in the influence zones of these road corridors, guaranteeing access to the benefit through requirements consistent with the social and administrative reality of each region, following socialization meetings held by INVIAS with communities, guilds, and territorial authorities during 2025 and 2026.
