Por FactBox Admin

Interior asciende a mayores a dos capitanes de la Policía Nacional

The Ministry of the Interior promoted two executive police officers who held the rank of Captain to the rank of Police Major, both belonging to the Seventieth Promotion of Line Officers, effective from March 2, 2026. The decision is contained in Ministerial Agreement No. 084-AM-SP-2026, signed on September 22, 2026, in Quito and published in the Official Registry Supplement No. 384 on Tuesday, October 6, 2026, on page 2.

The agreement and its scope

Article 1 of the agreement provides to “PROMOTE to the rank of POLICE MAJOR” the captains located in the seniority and classification list detailed in the document itself:

  • Ayala Cangas Sofía Alejandra, I.D. 1002428322, seniority 126, List 1.
  • Michilena Romo Pablo Andrés, I.D. 1003570288, seniority 156, List 1.

The act is based on Article 231 of the Constitution of the Republic of Ecuador, Articles 94 and 95 of the Organic Code of Citizen Security and Public Order Entities (COESCOP), and Articles 52, 53, 114, and 115 of the Professional Career Regulations of the National Police, dated May 21, 2025. Article 92 of COESCOP reserves the issuance of agreements for the ranks of colonel, lieutenant colonel, and major to the ministry governing citizen security.

Two pending files

Both promotions were preceded by incidents that had left the officers out of the qualification process. Captain Ayala Cangas was declared pending through Resolution No. 2026-012-CA-PN, dated June 8, 2026, due to a record derived from an administrative fault that affected her 2024 performance evaluation; that fault was annulled by Resolution No. MDI-CGJ-R-2026-491, from the General Legal Coordinator of the Ministry of the Interior, notified on April 24, 2026.

Captain Michilena Romo had been suspended from the process by Resolution No. 2026-014-CA-PN, dated June 8, 2026, in compliance with a ruling from the Criminal Guarantees Court of Sucumbíos dated May 11, 2026, within case No. 21241-2026-00004, which declared the violation of his constitutional rights in the 2022 annual performance evaluation and ordered it to be repeated. In both cases, the Police Situation Department of the DNATH issued Report No. PN-DNATH-SPOL-ASCEN-2026-117-INF, dated July 2, 2026, certifying the fulfillment of requirements.

Vacancies, qualification, and prior procedure

The process began with Resolution No. 2025-021-CA-PN, dated July 31, 2025, from the Promotions Commission, which initiated the processing and qualification for the rank of Major. The suitability qualification was formalized in Resolution No. 2026-022-CA-PN, dated September 9, 2026, which declared them suitable and requested the General Commander of the National Police to manage the corresponding ministerial agreement.

The contextual data supporting the measure are:

  • 172 vacancies planned for the Seventieth promotion to the rank of Major, according to Report No. PN-DNTH-DEIN-2026-0020, dated January 14, 2026.
  • Ministerial Agreement No. MDI-DMI-2026-0004, dated February 5, 2026, which approved the Numerical Organizational Structure of the National Police for the 2026 fiscal year.
  • Ministerial Agreement No. MDI-DMI-2025-0101, dated July 4, 2025, which delegated to the Undersecretary of Police the authority to grant promotions to the ranks of colonel, lieutenant colonel, and major.
  • Ministerial Agreement No. MDI-DMI-2026-0087, dated August 13, 2026, which appointed lieutenant colonel Christian Xavier Garzón Pérez as Acting Undersecretary of Police.
  • Memorandum No. PN-CGEN-POL-2026-12855-M, dated September 16, 2026, from superior general Pablo Vinicio Dávila Maldonado, General Commander of the National Police.

Validity and publication

Article 2 of the agreement requests the General Commander of the National Police for its execution and publication; Article 3 entrusts the notification, registration, and publication in the Official Registry and in the General Order to the Administrative Directorate of the Ministry of the Interior and the National Police. Article 4 establishes that the agreement governs from the date of its signing, without prejudice to its official publication.

The instrument was electronically signed by Christian Xavier Garzón Pérez, police lieutenant colonel, Undersecretary of Police, Acting, Delegate of the Minister of the Interior, a portfolio led by John Reimberg Oviedo since his appointment via Executive Decree No. 541, dated February 21, 2025.

The promotion has retroactive effect to March 2, 2026, the date on which both officers completed seven years of tenure in the rank of Captain, pursuant to Article 89 of the COESCOP. With this, they join the management level with an operational supervision role and are enabled to assume command and coordination in units of the National Police, within a context of 172 projected vacancies for their promotion.
