Roy González Padilla, a provider, is disqualified for three months

The Anti-Corruption and Good Governance Secretariat published Circular No. 001/2026 in the Official Gazette of the Federation on September 3, 2026, ordering the agencies and entities of the Federal Public Administration, the Attorney General’s Office, and the federal entities and their municipalities to refrain from accepting proposals or entering into contracts with the individual Roy González Padilla. The measure, which takes effect the day after its publication, derives from a final sanction imposed due to irregularities detected in the National Lottery.
The circular was issued by the Internal Control Body of the National Lottery, through its Responsibilities Area, and is signed by the head of said area, Mtro. Edgar Ulises Vergara Soria, dated August 28, 2026. It is published on page 272 of the official bulletin.
Origin of the sanction
The disqualification is based on the Resolution of October 15, 2024, issued in the supplier sanction file PA-0001/2023, through which the administrative procedure initiated against Roy González Padilla was concluded. It was determined to impose two sanctions on him:
- Temporary disqualification for three (3) months from participating, directly or through an intermediary, in procurement procedures or entering into contracts regulated by the Law on Acquisitions, Leases and Services of the Public Sector.
- A fine, the resolution of which has become final.
The authority specifies that the suspension granted in amparo 342/2024-VIII was rendered void, as it was determined that the dismissal issued became final. Therefore, starting the day after the publication of the circular, agencies must refrain from contracting with the sanctioned individual for a period of three months.
Scope and conditions of the measure
The prohibition extends to the entire Federal Public Administration, the Attorney General’s Office, as well as the federal entities, municipalities, and territorial demarcations of Mexico City, in procedures regulated by the aforementioned law. The circular clarifies that contracts already awarded or formalized with Roy González Padilla will not be included in its application, pursuant to Article 112 of the Regulations of the Law on Acquisitions, Leases and Services of the Public Sector.
The disqualification may be extended: if the individual has not paid the imposed fine upon the expiration of the three-month period, the sanction shall persist until payment is proven. To this end, the interested party must present the evidentiary document of payment to the Anti-Corruption and Good Governance Secretariat, so that their record in the Compras MX portal (formerly CompraNet) may be removed, without the need to publish another announcement.
Regulatory framework
The circular is issued based on articles 14, 16, and 134 of the Political Constitution of the United Mexican States; the Organic Law of the Federal Public Administration; the Internal Regulations of the Secretariat of Anti-Corruption and Good Governance; and the Law on Acquisitions, Leases and Services of the Public Sector in effect at the date of the events, in accordance with the decree issuing the new law, published in the Official Gazette of the Federation on April 16, 2025, and its regulations, published on December 18, 2025.
The measure reinforces control over public sector providers and sends a clear signal regarding the consequences of irregularities in entities such as the National Lottery. For readers, it implies that Roy González Padilla is temporarily excluded from the federal public procurement market, and that any agency contracting with him within the term would incur a breach of anti-corruption regulations.
