Limpieza Géminis barred from contracting with the State

The Anti-Corruption and Good Governance Secretariat ordered the agencies and entities of the Federal Public Administration, the federal entities and their municipalities, as well as the territorial demarcations of Mexico City, to refrain from accepting proposals and entering into contracts with the company Limpieza Géminis, S.A. de C.V. The measure was announced through Circular SABG/420/OICSEMARNAT/AR/222/2026, published in the Official Gazette of the Federation on Monday, August 24, 2026.

The sanction derives from the resolution issued on August 10, 2026, in case file SANC-PA-0001/2025, processed by the Internal Control Body of the Secretariat of Environment and Natural Resources, which concluded the administrative sanction procedure initiated against the legal entity.

The sanction and its scope

The resolution imposes on Limpieza Géminis, S.A. de C.V. a disqualification for a period of three months from participating in procurement procedures or entering into contracts regulated by the Law on Acquisitions, Leases and Services of the Public Sector, as well as a fine determined in the Third Resolution of the same ruling.

Starting the day following the publication of the circular in the DOF and its registration in the Directory of Sanctioned Suppliers and Contractors of the “Compras MX” platform (formerly CompraNet), the obligated entities must refrain from receiving proposals or entering into contracts with the company, whether directly or through a third party.

Obligations of public entities

The circular obliges the following subjects to comply with the measure in their procurement procedures:

  • Agencies and entities of the Federal Public Administration.
  • Federal entities and their municipalities.
  • Public entities of one kind or another.
  • Territorial demarcations of Mexico City.

Contracts already awarded or formalized with the company are not included in the application of the circular, pursuant to Article 112 of the Regulations of the Law on Acquisitions, Leases and Services of the Public Sector.

Validity and conditions of the disqualification

In the event that, upon the expiration of the three-month period, Limpieza Géminis, S.A. de C.V. has not paid the imposed fine, the disqualification shall remain in effect until the payment is made. To this end, the company must prove payment to the Anti-Corruption and Good Governance Secretariat, so that its registration in the Directory of Sanctioned Suppliers and Contractors may be removed, without the need to publish another announcement.

The circular was signed on August 18, 2026, by Lic. Víctor Hugo González Muñoz, head of the Responsibilities Area of the Internal Control Body of the Secretariat of Environment and Natural Resources.

The measure strengthens the control of public procurement by preventing a company sanctioned for irregularities from continuing to enter into contracts with the State, and warns providers and contractors about the consequences of failing to comply with procurement regulations.
