Información pública para la batería Azuer I en Manzanares

The Industry and Energy Area of the Government Sub-delegation in Ciudad Real has opened for public consultation the request for prior administrative authorization and administrative construction authorization for the battery energy storage system BESS Azuer I, with an installed capacity of 6 MW, hybridized with the existing Azuer I solar photovoltaic plant, of 49.98 MW, in the municipality of Manzanares. The announcement, number 3272, is published in the Official Gazette of the Province of Ciudad Real No. 195, dated October 9, 2026, and opens a fifteen-day period for submitting allegations.

A 6 MW project alongside the Azuer I solar plant

The installation is promoted by Calatrava Solar I, S.L.U. and is processed under file number PFot-ALM-158. The promoter submitted the application on October 13, 2025, which was corrected on December 11, 2025.

Main characteristics of the project:

  • Location: plot 1 of polygon 90 in the municipality of Manzanares (Ciudad Real).
  • Three 20-foot battery containers, 5.015 MWh each, with a total beginning-of-life capacity of 15.045 MWh.
  • 36 modular power conversion systems (PCS) of 213 kW, limited by the manufacturer to 166.667 kW at 40 ºC.
  • A transformer station with a 30/0.8 kV and 9 MVA transformer and medium-voltage switchgear.
  • Installed capacity of 6 MW and total beginning-of-life capacity of 12 MWh after power limitation.
  • Total estimated budget of 3,046,467.82 euros: 3,010,769.71 euros for the storage plant and 35,698.11 euros for the underground medium-voltage lines and the adaptation of the substation.

The energy will be evacuated via an underground medium-voltage line at 30 kV to the Azuer 30/220 kV step-up substation, where the Azuer I and Azuer II plants already evacuate. A total sectioning center will act as the common electrical interface for the BESS Azuer I – Pilot, BESS Azuer I – Phase II, and BESS Azuer II projects.

Who decides and how to submit allegations

The competent body to resolve the matter is the General Directorate of Energy Policy and Mines of the Ministry for the Ecological Transition and the Demographic Challenge. The processing corresponds to the Industry and Energy Area of the Government Sub-delegation in Ciudad Real, located at Plaza de Cervantes number 1, 13001 Ciudad Real.

  • Deadline: fifteen days starting from the day following the publication of the announcement.

  • Execution project for the storage system hybridized with a photovoltaic plant and interconnection line, endorsed under number 4537/2026–A00.
  • Project for the underground connection line between the totalizing sectioning center and the Azuer 30/220 kV substation, endorsed under number 7486/2024–A01.
  • Georeferenced files in shapefile, KML, and GeoJSON formats.

The announcement was signed in Ciudad Real on September 28, 2026, by the Director of the Industry and Energy Area, Alfonso Portillo García.

Impact on the municipality and the electrical system

The hybridization of batteries with solar plants allows for the storage of generation surpluses and the discharge of energy into the transmission grid when it is most useful, which contributes to the stability of the electrical system. For Manzanares, the project represents an investment of over three million euros and consolidates the municipality as a renewable generation hub, in addition to opening the possibility for citizens and affected entities to file objections before the authorization is resolved.
