Public information for four tourist apartments in Ronda de los Cuarteles

The Logroño City Council has opened the public information process for the joint environmental and construction license requested by ECS Capital SL for the installation of four tourist apartments at Ronda de los Cuarteles number 20, ground floor units A, B, C, and D. The announcement is published in the Official Gazette of La Rioja number 195, dated October 9, 2026, page 17188, with the official reference BOR-A-20261009-V–504. Those who consider themselves interested parties have a period of twenty business days to submit allegations.

The file, processed under number URB20-2025/0220, is subject to public exhibition in compliance with article 21.b) of Law 6/2017, of May 8, on Environmental Protection of the Autonomous Community of La Rioja, and article 36 of Decree 29/2018, of September 20, which approves the development regulation of Title I “Administrative Intervention” of said law. The announcement is signed by the mayor, Conrado Escobar Las Heras, and is dated October 7, 2026, in Logroño.

A premises divided into four accommodations

The request affects the four ground-floor units of number 20 Ronda de los Cuarteles, a street in the center of the Riojan capital. The developer, ECS Capital SL, is requesting a joint license that covers both the environmental aspect of the activity and the works necessary to enable the establishment.

Twenty business days to object

The period for allegations is calculated from the publication of the announcement in the Official Gazette of La Rioja and is addressed to the municipal activity license unit. The resolution of the file corresponds to the Logroño City Council, which must evaluate the observations submitted before granting or denying the license.

Third request for apartments in less than two months

The announcement adds to two other similar requests published this summer in the same gazette. On August 24, 2026, the Official Gazette of La Rioja number 161, page 14747, reported the request from Gestiones y Servicios Kynsala S.L. for eight tourist apartments in an entire building at calle Pepe Maguregui number 5, file URB22-2025/0005. On September 14, 2026, number 176, page 15849, published the request from Nebulón SL for nine apartments at calle Ateneo Riojano number 18, file URB20-2026/0114.

An open urban planning debate

These procedures coincide with the review of municipal regulations on tourist accommodations. The Official Gazette of La Rioja on September 14, 2026, published the favorable strategic environmental report for the Specific Modification of the Urban Planning Regulations of the General Municipal Plan of Logroño for the regulation of tourist accommodations and land-use implementation conditions, promoted by the Logroño City Council itself (reference BOR-A-20260914-III–3501). That report recommends establishing objective criteria for the declaration of stressed and saturated zones, and clarifying the requirements that allow a dwelling to be designated for tourist use when it cannot be used as a primary residence.

The opening of this procedure allows residents and collectives to voice their opinion on a new tourist accommodation in the center of Logroño, within a context of increasing pressure on the capital’s residential housing stock. File URB20-2025/0220 is thus open to public scrutiny for twenty business days before the Logroño City Council decides on the license.
