The General Directorate of Industry, Energy and Mines of the Government of Cantabria has called for the drawing up of records prior to the occupation of the properties affected by the modification of the L.A.T. 12/20 kV conductor between the SE Las Llamas and the C.T. Parque Gándara. The appearance will take place at the Santander City Council on October 20, 2026, at 11:00 AM. The resolution is published in the Official Gazette of Cantabria no. 187, of September 29, 2026, with reference CVE-2026-7396.
The origin: public utility declared in May
The call stems from the Resolution of the General Directorate of Industry, Energy and Mines of May 15, 2026, published in the Official Gazette of Cantabria no. 100 of May 27, 2026, and in the Official State Gazette no. 125 of May 22, 2026. That resolution granted the prior administrative authorization, the construction authorization, and specifically declared the public utility of the facilities of the project “Modification of Conductor L.A.T 12/20 kV Las_Llamas_Ne_Cuadro, between the SE Las_Llamas_N and the C.T. Parque Gándara (6426)”, processed under file number AT-109-2025.
The file is governed by articles 54, 55, and 56 of Law 24/2013, of December 26, on the Electricity Sector, and by chapter V of title VII of Royal Decree 1955/2000, of December 1, which regulates authorizations for electrical energy installations. The declaration of public utility implies the need for the occupation of the affected assets and rights and entails urgent occupation in accordance with article 52 of the Law of December 26, 1954, on Compulsory Expropriation, and its Regulation, approved by Decree of April 26, 1957.

The drawing up of the minutes will be communicated to the interested parties through the timely summons notification. The resolution is also published for the purposes of Article 44 of Law 39/2015, of October 1, on the Common Administrative Procedure of Public Administrations, for cases of unknown ownership or unknown address.
Beneficiary and scope of the procedure
In the expropriation file, Viesgo Distribución Eléctrica, S.L. shall assume the status of beneficiary. The procedure includes the drawing up of the minutes prior to occupation and, if applicable, those for definitive occupation. The resolution was signed in Santander on September 17, 2026, by the Director General of Industry, Energy, and Mines, José Luis Ceballos Pereda.
The call opens the expropriation phase of an action to reinforce the electricity distribution network in the surroundings of Las Llamas, in Santander. For the summoned owners, the announcement sets a single date for appearance and the required supporting documentation, such that failure to appear does not suspend the urgent occupation procedure.
