Industria autoriza baterías en la fotovoltaica Parque 2 de Mérida

The General Directorate of Industry, Energy and Mines of the Regional Government of Extremadura has authorized the incorporation of an electrochemical storage module using batteries at the “Parque 2” photovoltaic plant, promoted by Bloggers Energías Renovables, SL in the municipality of Mérida (Badajoz). The decision is contained in the Resolution of October 13, 2026, published in the Official Gazette of Extremadura (DOE) number 208, dated October 28, 2026, with official reference 2026062665. The project, named “BESS Parque 2”, has a material execution budget of 4,029,989.71 euros.

A modification to the 2022 authorization

The resolution modifies the prior administrative authorization granted on March 4, 2022, to the same company for the “Parque 2” photovoltaic installation and its evacuation infrastructure, processed under file GE-M/73/20. The administrative history of the project is as follows:

  • March 4 and 7, 2022: resolutions for prior administrative and construction authorization, published in DOE number 52, dated March 16, 2022.
  • February 6, 2025: operating authorization for the photovoltaic plant.
  • April 1, 2026: modification request submitted by Alfredo Fernández Agras and Hugo Álvarez López on behalf of Bloggers Energías Renovables, SL (CIF B90397464).
  • July 24, 2026: the General Directorate of Sustainability reports that the project is not subject to an environmental impact assessment and concludes the public information process without objections.
  • October 6, 2026: the company completes the file documentation.

The instructing body applies Article 115, sections d) and g), and Article 125 of Royal Decree 1955/2000, of December 1, together with Law 24/2013, of December 26, on the Electricity Sector, which require the modification of the prior authorization when the characteristics of an already authorized installation change. The regional competence derives from Article 9.1.37 of the Statute of Autonomy and Article 6.2 of Decree 221/2012, of November 9.

A hybrid plant with 30,090 kWh capacity

The resulting installation combines solar generation and storage, with a hybrid installed capacity of 17,268 kW. A control system (PPC) will prevent the active power injected into the grid from exceeding 8,000 kW, so that the surplus is directed to the batteries instead of saturating the grid.

  • Existing photovoltaic module: 9,600 kW of installed capacity.
  • Storage module: 7,668 kW of installed capacity.
  • Batteries: 6 containers of 2,507.2 kW each, with 15,043.2 kW of total cell capacity.
  • Capacity: 5,015 kWh per container, 30,090 kWh in total, with 4 hours of charge/discharge from full charge.
  • Equipment: 36 inverters of 213 kW at 40 ºC, one 9,000 kVA transformer (0.8/15 kV) and two 210 kVA auxiliary service transformers (0.8/0.4 kV).
  • Location: plot 147, parcel 2, of Mérida (Badajoz).

The resolution specifies that the installation only allows for the accumulation of part of the energy generated by the photovoltaic plant; that is, it does not operate as grid-independent storage.

Connection and evacuation to Proserpina

The new module will be connected via a 15 kV underground line 100 meters in length, which will link the existing sectioning center “CS FV Parque 2” with the new 9,000 kVA transformation center. Additionally, the sectioning center will be expanded by one line cell, where both the photovoltaic module lines and the battery module lines will enter.

The evacuation reuses the already authorized infrastructure: a 15 kV high-voltage underground line of 4,590.73 meters, with an aluminum conductor of 3x630 mm² section, which starts from the sectioning center and ends at the 15 kV busbars of the “Proserpina” substation, owned by Edistribución Redes Digitales, SLU. The ducting is shared in several sections with installations from other projects, corresponding to files GE-M/11/20 and GE-M/52/20.

Conditions and appeal

The authorization obliges the company to comply with Law 24/2013 and its implementing provisions, as well as the conditions set by administrations, agencies, and public service companies. It is granted without prejudice to third parties and regardless of the municipal or provincial licenses necessary to execute the works. The resolution does not exhaust the administrative route and may be appealed via an administrative appeal (recurso de alzada) before the Regional Ministry of Industry, Energy, Science and Territory within one month from the day following its notification. The text is signed by the general director, Raquel Pastor López.

The hybridization of solar plants with batteries is thus consolidated in Extremadura as a way to improve the manageability of installations already in operation. In this case, storage allows for the capture of part of the production that would otherwise be limited by the evacuation capacity and provides flexibility to the Extremaduran electrical system without the need to build new high-voltage lines.
