INAGA opens public allegations for a porcine macro-farm of 3,056 sows in Cella

The Aragonese Institute of Environmental Management (INAGA) has initiated the public information process for the environmental impact study and the basic project for the Integrated Environmental Authorization of a pig farm for piglet production in Cella (Teruel). The announcement is published in the Official Gazette of Aragon number 184, dated September 22, 2026, with reference BOA20260922021. Interested parties have a period of thirty days, counting from the day following the publication, to submit observations, allegations, and inquiries.

The processing is supported by Article 55 of Law 11/2014, of December 4, on Environmental Prevention and Protection of Aragon, which regulates public information as an integral part of the environmental impact assessment and Integrated Environmental Authorization procedure. The competence to formulate the environmental impact statement and resolve the application corresponds to INAGA, while the granting of the authorization, if applicable, falls to its Director. The environmental impact statement will be integrated into the same resolution, according to Article 56 of the aforementioned law, and that resolution will be the final one against which the appropriate appeals may be filed.

The announcement was signed in Zaragoza on September 9, 2026, by the Head of Area III, Diana Remón Galindo, and is framed within section V of announcements, within the Department of Environment and Tourism of the Government of Aragon.

The projected farm

The application is submitted by Agropecuaria del Jiloca, SL, which requests the Integrated Environmental Authorization to build a pig farm for piglet production. The declared technical characteristics are as follows:

• Capacity of 3,056 breeding sows with their piglets up to 6 kg.
• 700 replacement gilts and 6 boars.
• Total livestock load of 863.80 LSU.
• Location in polygon 25, plots 35, 36, 37, 38, 39, 130, 131, and 315, of the municipality of Cella (Teruel).
• File number: INAGA 500305/02/2025/11131.

The file indicates that the project is also subject to the environmental impact assessment procedure and that it is considered that its execution will not produce significant environmental effects on another European Union State.

How and where to appeal

Public participation is channeled exclusively via electronic means, in accordance with the fourth additional provision of Law 10/2013, of December 19, of the Aragonese Institute of Environmental Management, modified by Law 1/2021, of February 11, on administrative simplification. The planned procedures are:

• Submission of observations, allegations, and inquiries to INAGA within a period of thirty days.
• Consultation of the environmental impact study and the basic project on the organization’s electronic headquarters, at the address https://www.aragon.es/inaga/informacionpublica.
• Use of any electronic registry of the Administration, with preference for the electronic address indicated in the announcement.
• Specific consultation for interested parties and affected public Administrations.

Background in the same municipality

Cella has already accumulated several porcine processing procedures in recent weeks. On August 18, 2026, the Official Gazette of Aragon number 159 (BOA20260818029) published an announcement from INAGA for a porcine breeding farm with identical figures —3,056 breeding sows, 700 replacement sows, and 6 boars (863.80 LSU)—, promoted by Agropecuaria del Jiloca, SL in polygon 31, plots 48, 49, 81, 82, 83, 84, 86, 87, and 88, with file INAGA 500305/02/2025/11130.

Days later, on August 27, 2026, bulletin number 166 (BOA20260827023) publicized the Resolution of July 31, 2026 from INAGA, which formulates the environmental impact statement and grants the Integrated Environmental Authorization to Agropecuaria Yagüe, SL for a porcine fattening farm of 7,200 places (864 LSU) in polygon 505, plot 47, of the same municipal district, with file INAGA 500305/02/2025/01621.

The new procedure reopens the debate on the concentration of intensive livestock facilities in the municipality and on the weight of the porcine sector in the rural environment of Teruel. The opening of the allegations period is the only formal window for residents, the city council, and environmental organizations to incorporate technical objections into the file before INAGA resolves. The final decision, which will integrate the environmental impact statement and the integrated environmental authorization into a single administrative act, will be the responsibility of the Director of the organization and will be subject to appeal.
