Illescas reviews its Zoning Plan with more housing on municipal plots

Illescas revisa su Plan de Ordenación con más viviendas en parcelas municipales

The Illescas City Council (Toledo) has opened for public review the Specific Modification number 27 of its Municipal Zoning Plan (POM), which increases the number of dwellings in five plots of Block 5 of Area 1 Sector 4. The agreement was adopted by the municipal Plenary in an ordinary session on August 27, 2026, and the announcement was published in the DOCM no. 179, dated September 17, 2026, section V (Announcements), with the official reference 2026/6446. Interested parties have one month to submit allegations.

The processing is supported by article 36.2 of Legislative Decree 1/2023, of February 28, which approves the revised text of the Law on Land Management and Urban Activity of Castilla-La Mancha. The file is based on the technical documentation drafted by the Civil Engineer Mr. Carlos Sotomayor Muñoz and submitted by the company Intermediación Gestiones Patrimoniales Madrid SLU on August 21, 2026, with entry registration number RE 10624.

One additional dwelling per plot without increasing buildability

The purpose of the modification is to increase the residential density currently set by the POM by one dwelling for each of plots 41, 42, 43, 44, and 45 of Block 5 of Area 1 Sector 4, according to the nomenclature of the Subsidiary Planning Regulations of Illescas of 04/28/1998. Plot 41 has an area of 18,434.17 m².

The City Council owns the plots identified as numbers 42 to 45 as patrimonial assets, with individual areas ranging between 313.77 m² and 411.51 m². The proposal does not increase the buildability of said plots, but only the population density.

The scope following the modification

According to the announcement, the area subject to the modification would be configured as follows:

  • One privately owned plot, with an area of 17,689.90 m² and 55 dwellings, to be executed, in principle, under a horizontal property regime.
  • Eleven municipally owned plots, each with an area ranging between 282.85 m² and 430.76 m², with one dwelling in each.

One month to appeal and consultation via electronic office

The public review period is one month starting from the last publication of the announcement, whether in the DOCM or in the Diario La Tribuna. During this period, the file will be available for examination by anyone who wishes to do so at the Illescas City Council, Urban Planning Department, from 9:00 AM to 2:00 PM.

The documentation may also be consulted at the municipal electronic office, at the address https://illescas.sedelectronica.es/board/975963e4-f59b-11de-b600-00237da12c6a/, so that interested parties may submit any allegations they deem appropriate within the legal timeframe and form. The announcement is signed by the Mayor, José Manuel Tofiño Pérez, in Illescas, on September 2, 2026.

Modification 29 approved in the same plenary session

The same Plenary of August 27, 2026, definitively approved Specific Modification No. 29, regarding Detailed Planning, of the POM of Illescas, also published in the DOCM on September 17, 2026, with reference 2026/6396. This modification alters the urban classification of the plot for Equipment use SL-DE-01, owned by the City Council, in the Veredilla III sector, changing it to Industrial use, and compensates for the change by reclassifying seventeen Industrial use estates in the same sector as Equipment.

The documentation for this modification was drafted by the Municipal Architect Mr. José H. Navarro González, signed on 03/13/2026, and reported by the Regional Commission for Land Use and Urban Planning (Crotu) in the session of 05/29/2026, the Municipal Planning Service of the Ministry of Public Works, the Ministry of Social Welfare, and the General Directorate of Environmental Quality. No administrative appeal may be filed against this general provision, although a contentious-administrative appeal may be filed before the High Court of Justice of Castilla-La Mancha within two months.

Impact for residents and developers

Modification 27 directly affects the residents and developers of Area 1 Sector 4, as it increases the number of authorized dwellings on municipal and private land without expanding the buildability, which impacts the density of the area and the value of the City Council’s heritage plots. The month of public exhibition is the only window for owners and neighbors to submit allegations before the modification continues its processing.
