Il CIPESS rimodula 33,3 milioni di euro tra Abruzzo e Valle d'Aosta

The CIPESS (Interministerial Committee for Economic Programming and Sustainable Development) has remodulated 33.3 million euros of public resources, shifting them from the 2014-2020 Development and Cohesion Plans of the Abruzzo Region and the Autonomous Region of Aosta Valley to the respective programming of the Development and Cohesion Fund (FSC) 2021-2027. The decision is contained in resolution no. 34/2026, adopted in the session of August 4, 2026, and published in the Official Gazette of the Italian Republic, General Series no. 249, of October 26, 2026, on page 20, with code 26A05587. The act was registered by the Court of Auditors on October 14, 2026, Control Office for the acts of the Ministry of Economy and Finance, reg. no. 1285.

The operation arises from the application of Art. 242, paragraph 5, of Decree-Law May 19, 2020, no. 34, converted with amendments by Law July 17, 2020, no. 77: the regulation provides that, once the reporting phase for emergency expenses advanced by the State on the 2014-2020 European programs is closed, FSC resources that are no longer necessary shall be revoked and return to the availability of the Fund. The two administrations had informed the Department for Cohesion Policies of the Presidency of the Council that they were not entitled to further European reimbursements, given the final deadline of July 31, 2025, for the final payment application of the 2014-2020 Structural Funds.

From defunding to new allocation

The resolution first establishes the defunding of special sections 2 of the two Development and Cohesion Plans and, secondly, increases by an equal amount the programmatic allocation ordered by CIPESS resolution no. 25 of 2023, which had distributed 32.36 billion euros among regions and autonomous provinces, equal to 60 percent of the 2021-2027 FSC endowment. Resources defined as “residual accounts” remain available to the Fund, while the administrations holding the PSCs must update the programmatic structure at the first available Monitoring Committee, aligning the data in the national monitoring system.

The figures, region by region

  • Abruzzo Region: defunding and new increase for 30,916,543.96 euros; special section 2 of the 2014-2020 PSC drops to 0.00 euros.
  • Autonomous Region of Aosta Valley: defunding and new increase for 2,405,981.07 euros; special section 2 is redetermined at 13,100,000.00 euros.
  • Total remodulated: 33,322,525.03 euros.
  • Complementary operational programs 2014-2020: in the same session, the Committee approved two separate increases, equal to 3,386,741.19 euros for Abruzzo and 67,451.52 euros for Aosta Valley, with a simultaneous reduction of special sections 2.

The administrative path

The preliminary investigation took place between June and August 2026. The FSC steering committee expressed a favorable opinion with a written consultation opened on July 1, 2026, and closed on July 6, 2026, based on a note from the Chief of Staff of the Minister for European Affairs, the PNRR, and Cohesion Policies, received under prot. DIPE 8188-A. The session was based on note DIPE prot. 9891-P of August 4, 2026, jointly prepared by the Department for Programming and Coordination of Economic Policy and the Ministry of Economy and Finance. The proposal is by Minister Tommaso Foti; the text is signed by the Committee Secretary, Alessandro Morelli.

The measure is part of a sequence of similar interventions: CIPESS resolution no. 11 of January 29, 2026, had already applied the same mechanism to Lazio, Marche, Piemonte, Veneto, and the Autonomous Provinces of Bolzano and Trento for 403,348,668.54 euros. For Abruzzo and Valle d’Aosta, the precedents of CIPESS resolutions no. 21 and no. 28 of April 29, 2021, which had approved the PSCs, and resolutions no. 15 and no. 30 of April 23, 2024, which had allocated FSC 2021-2027 resources to finance the respective cohesion agreements, also apply.

When the funds arrive

Point 2.2 of the resolution clarifies that the resources are not yet spendable: they will be programmed with specific supplementary acts within the framework of the cohesion agreements of the two regions and allocated with subsequent CIPESS resolutions, pursuant to art. 1, paragraph 178, letter e), of Law no. 178 of December 30, 2020, in compliance with the cash limit set by art. 1, paragraph 750, of Law no. 199 of December 30, 2025. For the territories concerned, the process therefore unfolds in two stages: the first is the publication in the Official Gazette, and the second will be the allocation resolution, which will define the interventions and schedules.
