Ibros eliminates the price of the second course at its municipal nursery school.

The Official Gazette of the Province of Jaén published this Monday, August 17, 2026, the final approval of the Regulatory Ordinance on public prices for the provision of services at the Municipal Nursery School of Ibros. The acting mayoress-president, María Gámez Mendoza, signed the announcement on August 13 after verifying that no claims had been submitted during the public exhibition period, with the agreement automatically raised to final status.

The regulation is framed within Decree 76/2025, of March 5, of the Autonomous Community of Andalusia, which regulates centers providing the first cycle of Early Childhood Education. In turn, the Agreement of the Governing Council of March 25, 2026 set the amounts and discounts for public prices for these services, in development of Law 10/2021, of December 28, on fees and public prices of Andalusia. The municipal ordinance translates this regional framework to the local level, with the particularity that Ibros is moving towards the progressive free provision of the second year.

Full free provision for the second year

The central element of the ordinance is the total elimination of the cost of the socio-educational care service for students enrolled in second and third year units. According to the published text, “the provision of the socio-educational care service shall be free of charge for students enrolled in second and third year units,” without the need to prove income level. This measure will come into force from the 2026-2027 school year.

For first year students, the monthly price of the socio-educational care service is set at EUR 240.53. In this bracket, a system of progressive discounts linked to the per capita family IPREM does apply, ranging from an 82.61% reduction for incomes between 0.50 and 0.60 IPREM to 13.04% for those above 1.50 IPREM.

Income-based discounts for the dining room and morning classroom

The school dining room service has a monthly price of EUR 92.00. In the case of first year students, the progressive discount ranges between 84.84% and 24.21%, depending on per capita family income. For the second and third years, the reduction ranges from 72.91% to 20.73%. In both cases, the fourth family place and subsequent ones are free of charge.

The morning classroom and afternoon classroom services are priced at EUR 20.90 per month or EUR 1.50 per day. These services are free of charge, regardless of income, for minors in situations of public protection, socio-family deprivation, with per capita income below 0.50 IPREM —0.75 in single-parent families—, children of victims of gender-based violence or terrorism.

Advantages for families with several children

The ordinance introduces additional discounts for families with several minors enrolled in the first year of schooling. The second place receives a 30% discount on the discount corresponding to the first, the third a 60%, and from the fourth place onwards the service is free. These reductions apply both to the socio-educational care service and to the dining service.

Andalusian context towards full free provision

Decree 76/2025 establishes that the public prices for the first cycle of Early Childhood Education are determined by Agreement of the regional Governing Council. Ibros thus joins a process of progressive progress towards free early childhood education in Andalusia, implementing at the municipal level the amounts and discounts decided by the Junta. The ordinance will enter into force and remain in force until its express modification or repeal, in accordance with articles 49 and 70.2 of the Law on the Bases of Local Government.

Against the agreement, an administrative contentious appeal may be filed within two months from publication, in accordance with article 46 of Law 29/1998, of 13 July, on the Contentious-Administrative Jurisdiction.
