Ibí delegates the mayoralty to his deputy for a trip to China

The Ibí City Council has made public the delegation of all Mayoral functions to the first deputy mayor, Nuria Pina Huertas, during the mayor’s absence due to a trip abroad. The measure, adopted by resolution no. 1691 of the Mayor’s Office-Presidency dated August 24, 2026, is published in the Official Gazette of the Province of Alicante number 160, dated August 25, 2026.

The mayor, Sergio Carrasco Martínez, is traveling to China to attend the II Spain-Yantai Mayors’ Dialogue 2026. The delegation will be in effect from 0:00 hours on August 25 until 24:00 hours on September 1, 2026.

The measure is adopted under article 23.3 of Law 7/1985, of April 2, regulating the Bases of the Local Regime, and articles 44 and 47 of Royal Decree 2568/1986, of November 28, which approves the Regulation of Organization, Operation, and Legal Regime of Local Entities, regarding the delegation of Mayoral functions for cases of substitution due to absence.

The edict is published in compliance with article 44.2 of the aforementioned regulation, which requires the publicity of this type of resolutions. The delegation includes the powers of direction and management, as well as the power to resolve the appropriate administrative procedures through the adoption of administrative acts affecting third parties.

Scope and conditions of the delegation

The resolution establishes a regime of control and transparency over the delegated management:

  • The deputy mayor must inform the Mayor’s Office, a posteriori and when requested, of the management carried out and the provisions issued during the reference period.
  • She must provide prior notification of decisions of significance, in accordance with article 115 of the Regulation of Organization, Operation, and Legal Regime of Local Entities.
  • For the delegation to be effective, it will require the acceptance of the delegated body, which will be understood as tacitly granted if no express manifestation of non-acceptance is made within three business days from notification.
  • The resolution will be published in the Official Gazette of the Province and its content will be reported to the Plenary of the Corporation at the first session it holds.

Applicable regulatory framework

For matters not expressly provided for in the resolution, the provisions of Law 7/1985, of April 2, and Royal Decree 2568/1986, of November 28, shall apply directly regarding the rules established for delegation in said norms. The resolution is signed by the mayor-president, Sergio Carrasco Martínez.

The temporary delegation ensures the continuity of municipal management during the mayor’s absence, so that the residents of Ibí maintain the operational status of the local administration and the processing of administrative procedures during a period of full summer activity. Furthermore, participation in the international forum of mayors in Yantai reinforces the municipality’s external projection and its ties with the Chinese city.
