HVDC East Coast–Singapyeong compensation window extended 18 months to December 2029
Por FactBox Admin

South Korea’s 기후에너지환경부 (Ministry of Climate, Energy and Environment) has extended by 18 months the compensation timetable for the western section of the 500kV HVDC East Coast–Singapyeong transmission line, moving the end of the project period from June 2028 to December 2029. The change is notified in 기후에너지환경부고시 제2026-274호, dated 2 November 2026 and published in the 관보 (Official Gazette of the Republic of Korea) No. 21352.
The notice amends the compensation plan for the “Western-3 section” of the line under Article 4(8) of the Enforcement Decree of the Act on Compensation and Support for Areas Adjacent to Transmission and Substation Facilities. It revises two earlier instruments: 산업통상자원부 고시 제2024-143 of 13 September 2024, and 기후에너지환경부 고시 제2026-56 of 9 March 2026. The scheme is run by 한국전력공사 (KEPCO), whose president 김동철 is named as the project operator, headquartered at 55 Jeollyeok-ro, Naju, in the Jeonnam-Gwangju Integrated Special City.
The same edition of the gazette carried two further ministry notices touching KEPCO grid works: 기후에너지환경부고시 제2026-275호, extending the 345kV Bukdangjin–Singtangjeong line project by eight months to August 2027, and 기후에너지환경부고시 제2026-276호, adding a land entry to the 345kV Sinseongyeon substation file.
Eighteen more months, same route and same budget
Only the calendar moves. The notice compares the old and new project outlines item by item:
- Project period: January 2024 – December 2029, against January 2024 – June 2028 previously — an extension of 18 months.
- Stated reason: the construction period of the works has changed, and the window for lodging compensation claims changes with it.
- Transmission line length: 22.442 km, unchanged.
- Project cost: approximately 2.5 billion won, unchanged.
- Property compensation and house-purchase figures: unchanged.
The notice states that the amendment was drawn up because of the revised construction schedule and because of a clerical error in the housing schedule, which is corrected separately below.
Three districts, 94 parcels and seven houses
The project area is defined by administrative district rather than by kilometre point, and it straddles the Gyeonggi–Gangwon boundary east of Seoul:
- 경기도 양평군 (Yangpyeong-gun, Gyeonggi-do)
- 강원특별자치도 홍천군 (Hongcheon-gun, Gangwon Special Self-Governing Province)
- 강원특별자치도 횡성군 (Hoengseong-gun, Gangwon Special Self-Governing Province)
Within that area the operator is to settle 94 parcels totalling 184,586 ㎡ in property compensation and to purchase seven houses whose owners have filed claims. Both figures are carried over unchanged from the March 2026 text, so the extension adds time for claims rather than new eligibility.
A corrected parcel in Hongcheon
The second element of the notice is a correction of a typographical error in the seventh entry of the house-purchase schedule, a housing-site plot in Sindae-ri, Nam-myeon, Hongcheon-gun:
- Lot number: 404-3 amended to 404-4.
- Land area: 100 ㎡ amended to 2,205 ㎡.
- Building floor area on the site: 100 ㎡, unchanged.
- Separation from the transmission line: 87.1 m, unchanged.
- Use: housing site (대), within a planned-management area.
Because the total of seven house purchases and the 94-parcel property schedule are both left as they stand, the correction regularises the description of one property rather than altering the scope of the scheme.
What the delay means on the ground
For landowners and households in Yangpyeong, Hongcheon and Hoengseong, the practical effect is a claim period that now runs to the end of 2029 instead of the middle of 2028 — roughly a year and a half of additional time to file for property compensation or to pursue a house purchase. The corrected Hongcheon entry matters more narrowly: residents checking the schedule against their own land records should note that the parcel is now listed as 404-4 with 2,205 ㎡, not 404-3 with 100 ㎡, since the earlier figures understated the site by more than twentyfold.
