Huesca prohibits slurry within two kilometers during the sweet fair
Por FactBox Admin

The Huesca City Council has prohibited the agricultural application of slurry, manure, and other products from agricultural and livestock sources within a distance of less than two kilometers from the last dwelling between October 15 and 18, 2026, both inclusive. The measure was issued by the mayor, Lorena Orduna Pons, through decree number 6,054, of October 14, 2026, and is published in the Official Gazette of the Province of Huesca (BOPH) number 198, of October 15, 2026 (official reference BOPH-2026-198012). The stated objective is to ensure an appropriate environmental and tourist image of the city during the III Huesca es Dulce Fair.
The announcement occupies page 131 of the gazette, within the Local Administration section, in the city councils subsection, under the heading of the Huesca City Council and its Secretariat, with file number 4537. The text reproduces in full the literal tenor of the decree signed in Huesca on October 14, 2026.
A fair with national projection
The decree itself justifies the restriction due to the celebration of the III Huesca es Dulce Fair, which will take place in the city from October 16 to 18. The document emphasizes that Huesca “will be an important center of attention for the entire country,” with a “significant influx of visitors” and the attendance of the “most important national and international pastry chefs.”
The municipal regulation warns of the “negative repercussion” that the nuisances and inconveniences derived from the spreading of livestock waste could cause among both visitors and the residents themselves. For this reason, the prohibition is activated one day before the official start of the event and remains in effect until its closing day.
What exactly does the decree prohibit
The first article of the resolution specifies the scope of the measure:
- Prohibition of the agricultural application of slurry, manure, and other products from agricultural and livestock sources.
- Exclusion radius: less than two kilometers from the last dwelling.
- Period of validity: from October 15 to 18, 2026, both days included.
- Scope: the municipality of Huesca and its immediate surroundings, wherever it overlaps with the fixed radius.
The restriction therefore affects farmers and livestock breeders who had been planning fertilization work on plots near the urban center during those four days.
Legal basis and publication
The decree is based on article 5 of the Regulatory Ordinance for the agricultural application of slurry, manure, and other products from agricultural and livestock sources of the Huesca City Council. The mayor also acts using the powers attributed to her by article 30.1 of Law 7/1999, of April 9, on Local Administration of Aragon.
The second article of the resolution orders the publication of the decree on the Notice Board of the Huesca City Council, a procedure that complements its dissemination in the provincial bulletin. The document was signed by the mayor, Lorena Orduna Pons.
Impact on the sector and the city
The measure arrives in the middle of the autumn fertilization campaign, a period in which surrounding farms typically take advantage of weather windows to incorporate waste into the soil before sowing. The prohibition forces a reorganization of these tasks or their displacement outside the two-kilometer radius, with the resulting adjustment of the calendar and logistics for the affected farms.
For the city, the decree reinforces the message of environmental care with which the Huesca City Council wishes to accompany a fair event that aspires to establish itself as a national showcase for pastry. The coincidence of the fair with the usual agricultural tasks of mid-October explains why the council opted for a temporary and geographically limited restriction, rather than a permanent limitation.
