Huesca moves the SPEIS Deputy Chief position to internal promotion

The Huesca City Council has approved the modification of its Public Employment Offer for the 2024 fiscal year to change the provision system for the position of Deputy Command Chief of the SPEIS, which will now be filled via internal promotion instead of the open competitive process. The decision, adopted through Resolution 4742/2026 on August 17, is published in the Official Gazette of Aragon, number 167, dated August 28, 2026.
The modification affects position number 605, belonging to the Special Administration Scale, Special Services Subscale, Fire Prevention and Extinction Class, Group A, Subgroup A2. With this change, the Huesca council reserves the filling of the position for personnel already integrated into the fire department, rather than opening it to external applicants.
Scope of the modification
The resolution, signed by Mayor Lorena Orduna Pons, alters only the provision system of the position, keeping the characteristics of the post intact. The elements that are preserved are:
- Position number 605, Deputy Command Chief of the SPEIS.
- Special Administration Scale, Special Services Subscale.
- Fire Prevention and Extinction Class, Group A, Subgroup A2.
- Modified provision system: from open competitive process to internal promotion.

The agreement orders the dissemination of the modification through three official channels: the Electronic Office of the Huesca City Council, the Official Gazette of the Province of Huesca, and the Official Gazette of Aragon. With this measure, the council prioritizes the professional career of the SPEIS firefighters already in active service, who will be able to apply for the command position without competing with external candidates in an open process.
