Huesca announces three vacancies for deputy head of intervention of the SPEIS

The Huesca City Council has approved the regulatory bases for the permanent filling, via internal promotion, of three positions for Deputy Intervention Chief of the Fire Prevention, Extinction, and Rescue Service (SPEIS). The call is published in the Official Gazette of the Province of Huesca number 170, Monday, September 7, 2026, through Resolution 5152/2026, dated September 3, of the Huesca City Council.
The positions, which are vacant in the Corporation’s civil service staff, are included in the 2026 Public Employment Offer and are classified under the Special Administration Scale, Special Services Subscale, Deputy Intervention Chief Class, Group C, Subgroup C1. The process is managed through the council’s People and Organization department.
Positions and Requirements
The call is addressed to the civil service staff of the City Council itself; therefore, access is restricted to those who are already part of the fire department. The three positions correspond to numbers 215, 488, and 489 of the municipal staff.
To be admitted, applicants must meet the following requirements:
- Be a career civil servant of the Huesca City Council in the position or category of Firefighter Officer.
- Have a minimum of two years of active service seniority in said category.
- Hold driving licenses of classes B and C.
- Hold a High School Diploma (Bachiller), Technical degree or equivalent, or be in a position to obtain it by the end of the application period.
- Not have been dismissed from service in any Public Administration nor be disqualified from exercising public functions.
Selection Process and Deadlines
The process combines an examination phase, which is eliminatory, and a merit-based competition phase. The examination phase consists of solving one or several practical cases related to the tasks of the SPEIS Deputy Intervention Chiefs, with a maximum score of 24 points and a minimum of 12 to pass. The subsequent competition phase evaluates the work position held, training, and seniority, with a maximum of 16 points.
Applications shall be submitted to the General Registry of the Huesca City Council or through the means provided for in Law 39/2015, within a period of twenty business days starting from the day following the publication of the summary of the call in the Official State Gazette. Examination fees amount to 17 euros, in accordance with Ordinance No. 7 regulating the fee for the issuance of documents.
Tribunal and Appointment
The Qualifying Board, appointed by Mayoral Decree, shall be composed of a president and four members, one of whom shall act as secretary, and must adhere to the principles of impartiality, professionalism, and parity. Those selected will be appointed as career civil servants by Mayoral Decree and must take office within thirty calendar days from notification.
