Huesca announces three firefighter officer positions via internal promotion

The Huesca City Council has approved the regulatory bases for the call to fill, on a permanent basis, through the internal promotion system and by competitive examination, three positions of Officer of the Prevention, Firefighting and Rescue Service (SPEIS), vacant in the Corporation’s civil service staff. The decision is detailed in Resolution 4782/2026, of August 7, 2026, published in the Official Gazette of the Province of Huesca number 169, of September 4, 2026 (reference BOPH-2026-169009).

The new call nullifies Mayoral Decree 4440/2025, which approved the previous bases, in light of the partial acceptance of the appeals filed and the observations made. The positions, corresponding to numbers 216, 219, and 221 of the municipal staff, are classified under the Special Administration Scale, Special Services Subscale, Firefighting Class, Group C, Subgroup C1, and are included in the 2024 Public Employment Offer.

Accepted and Rejected Allegations

The resolution accepts the allegations regarding the revision of the merits scale, granting greater weight to experience, training, and professional development, as well as those regarding the expansion of offered positions in the event of the generation of budget-funded vacancies. Conversely, allegations regarding the requirement of an official degree and the inclusion of physical and psychotechnical tests as a phase of the selection process are rejected.

  • Admission is maintained for those integrated into subgroup C1, under the terms of the Seventh Additional Provision of Law 1/2013, of March 7, on the Regulation and Coordination of the Prevention, Firefighting and Rescue Services of Aragon.
  • Applications already registered within the previous period are retained, granting applicants the possibility to provide or update merits within the new period.

Requirements and Selection Process

Those who are career civil servants of the Huesca City Council in the position or category of Firefighter, with a minimum of two years of active service, and hold driving licenses of classes B and C with the associated E or equivalent, may participate. The process consists of two phases:

  • Examination phase, which is eliminatory, featuring a practical case valued from 0 to 24 points, with a minimum of 12 required to pass.
  • Competition phase, with a maximum of 16 points, which evaluates the job position held, professional training and development, seniority, higher degrees, and publications.

Applications shall be submitted to the General Registry of the City Council within twenty business days from the publication of the summary of the call in the Official State Gazette, with an examination fee of 17 euros. Additionally, a job bank will be established with candidates who pass the competitive examination phase without obtaining a position.

Appointment and taking office

Proposed candidates must provide the required documentation within fifteen business days and undergo a medical examination prior to entry, in accordance with Law 31/1995 on the Prevention of Occupational Risks. The appointment will be made by Mayoral Decree, with the obligation to take office within thirty calendar days from notification.

The call reinforces the command structure of the fire extinguishing service of the Huesca capital, guaranteeing the coverage of key positions for the security of the SPEIS and opening a path for professional promotion for municipal firefighters with accredited experience and training.
