Por FactBox Admin

The Huesca City Council has approved the creation of a Specialist Operator Job Bank intended to provide temporary labor personnel or interim civil servant positions within the City Council. The decision is formalized in Resolution 5376/2026, of September 14, published in the Official Gazette of the Province of Huesca in issue number 192, on Wednesday, October 7, 2026, with reference BOPH-2026-192011.
A bank for temporary municipal employment
The resolution contains two agreements. The first approves the creation of the bank; the second establishes that its operation will be governed by the Job Bank Regulations of the Huesca City Council or by the regulation that replaces it.
The bank is created as a means of access to temporary municipal employment and is composed of two groups. On one hand, applicants who passed one of the exercises of the selection process but could not occupy the permanent labor positions, having obtained a lower score than those proposed by the Tribunal for hiring. On the other, those who participated in the process without passing it but achieved at least 30% of the maximum grade of the first theoretical exercise of the competitive phase.
It is thus constituted as a personnel management instrument of the City Council, linked to the previous selection process for filling Specialist Operator positions. The document was signed in Huesca on October 5, 2026, by the delegated councilor for Personnel, José Miguel Veintemilla Martínez.
The order of applicants
The resolution details the ordered list of applicants with their total score. Heading the list is Fernando Latorre Barba, with 18.42 points, followed by Eduardo Abbad Ferrer (18.13) and Daniel Laguna Santolaria (17.94).
The top positions in the bank are:
- Fernando Latorre Barba — 18.42
- Eduardo Abbad Ferrer — 18.13
- Daniel Laguna Santolaria — 17.94
- Jehú Ferrer Álvarez — 17.30

The published list continues with dozens of applicants and reaches position 59, occupied by Celso Vivas Arnal with 4.20 points. In the final sections appear Antonio Giménez Giménez (5.94) and Escario Ferrer Salas (4.62).
Regime and effects
According to the second agreement, the pool will be governed by the Regulations of the Job Pools of the Huesca City Council. The order of priority established in the resolution determines the calling of applicants to cover the temporary needs of the City Council.
The publication of the pool opens a pathway for access to temporary employment at the Huesca City Council for applicants who did not secure a permanent position, and provides the Council with an ordered list to address sick leaves, substitutions, and specific staffing needs for Specialist Operators.
