Teacher strike in Huesca: Education sets minimum services at 25%
Por FactBox Admin

The Department of Education, Science and Universities of the Government of Aragon has established the minimum services for teaching staff at non-university public centers in the province of Huesca for the strike called for October 14, 2026. The measure is detailed in ORDER ECU/1460/2026, of October 5, published in the Official Gazette of Aragon number 198, of October 13, 2026, in its section III, with the official reference BOA20261013024. The regulation requires one member of the management team and 25% of the teaching staff to be maintained in most centers throughout the working day.
A 24-hour strike called by six unions
The call affects teaching staff serving in public centers of the Government of Aragon in the province of Huesca, from 00:00 to 24:00 hours on October 14. It is supported by the trade union organizations CGT, CCOO, HUSTE - STEA, CSIF, ANPE, and UGT.
The order is based on Article 28 of the 1978 Constitution, Article 15 of Royal Legislative Decree 5/2015, of October 30, which approves the revised text of the Law of the Basic Statute of the Public Employee, and Article 10 of Royal Decree-Law 17/1977, of March 4, on labor relations. It also cites Law 30/1984, of August 2, which specifies that those exercising the right to strike shall not receive remuneration for the time they remain in that situation, without the deduction being considered a disciplinary sanction.
The authority to adopt these measures was delegated to the education department by the Agreement of March 21, 2012, of the Government of Aragon, published in the Official Gazette of Aragon number 57, of March 22, 2012. The order bears the signature of Councilor Carmen M.ª Susín Gabarre and was issued in Zaragoza on October 5, 2026.
The minimums, center by center
The annex of ORDER ECU/1460/2026 details the personnel who must remain in each type of center:
- Early Childhood and Primary Education Centers: one person from the management team and 25% of the teaching staff.
- Compulsory Secondary Education, Vocational Training, Baccalaureate, and Special Regime Centers: one person from the management team and 25% of the teaching staff.
- Integrated Centers (Early Childhood, Primary, and Secondary): one person from the management team and 25% of the teaching staff in each stage.
- Special Education Centers and Grouped Rural Schools: one person from the management team and 25% of the teaching staff.
- Adult Education Centers, Teacher Training Centers, and Early Childhood Schools dependent on the Government of Aragon: one person from the management team.
- Educational and Psychopedagogical Guidance Teams: one person per team.
- Residences, CRIE with student cohabitation and similar: the director, or head of residence, and one technical teacher or primary school teacher if applicable.
- CRIE without student cohabitation: one person from the management team.
- Home Schools: one member of the management team and one teacher.
In centers with morning, afternoon, or evening shifts, the minimum services apply to each shift. The monitoring of the strike by the staff is conditional upon the maintenance of these minimums, and each center must arrange the appropriate measures to provide them.
September precedent and scope of the regulation
This is not the first order of this type in the school year. ORDER ECU/1362/2026, of September 18, regulated the minimum services for education dependent on the Government of Aragon for the strike on September 24 and 25, 2026, called at that time by SINDI-K National Independent Union for Development and Innovation, and was published in the Official Gazette of Aragon number 185, of September 23, 2026, with reference BOA20260923016.
The text justifies the percentages based on the need to attend to the students who come to the centers, mostly minors who require supervision, and recalls the doctrine of the Constitutional Court regarding the reasonable proportion between the imposed services and the damages to the users. The order itself emphasizes that the minimums cannot result in the ordinary operation of the service nor empty the right to strike of its content.
Impact for families and centers
The regulation affects all non-university stages in the province of Huesca, from Early Childhood to Vocational Training, Special Regime education, adult education, residences, and home schools. Families with children in school should know that the centers will remain open with a portion of the teaching staff and the management team present, so that care for the students who attend is guaranteed, although teaching activities will not develop normally.
