Huélago aprueba la nueva ordenanza de la tasa de agua y saneamiento

The Huélago City Council has definitively approved the Fiscal Ordinance Regulating the fee for the provision of the drinking water supply and sanitation service, the full text of which is published in the Official Gazette of the Province of Granada number 178, dated September 15, 2026. The regulation, which sets new rates and discounts, directly affects all residents of the municipality.

As no claims were filed during the public exhibition period, the provisional plenary agreement was elevated to definitive status, in compliance with article 17.4 of the Recast Text of the Law Regulating Local Treasuries, approved by Royal Legislative Decree 2/2004, of March 5. The document, with official reference BOP-GRA-2026-178009, is signed by the mayor José Antonio M. Orellana Jiménez in Huélago, on September 8, 2026.

Supply Rates

The fixed or service fee for the drinking water supply (VAT excluded) is set at €6.47 per quarter for domestic use and €10.33 for commercial, industrial, and construction use. The variable fee for domestic consumption is structured into four progressive blocks:

  • 1st block (from 0 to 18 m³/quarter): €0.320/m³
  • 2nd block (from 19 to 35 m³/quarter): €0.790/m³
  • 3rd block (from 36 to 50 m³/quarter): €1.290/m³
  • 4th block (more than 50 m³/quarter): €1.510/m³

For commercial, industrial, and construction use, the variable rate ranges from €0.47/m³ in the first block (0-25 m³) to €1.51/m³ from 50 m³ onwards. The ordinance also regulates contracting fees, reconnection, deposits, and connection rights, which vary according to the meter diameter, as well as connection parameters (parameter A, €13.00/mm, and parameter B, €78.86/l-s).

Sanitation Rates

For the sanitation service (sewerage and purification), the fixed fee is set at €10.77 per quarter for domestic use and €17.23 for commercial use. The variable consumption fee is established as a single block:

  • Domestic use: €0.320/m³
  • Commercial and industrial use: €0.510/m³

The accrual of the fee occurs on a quarterly basis for periodic supplies, and the sewerage and purification service is mandatory for all properties in the municipality facing public roads where a network exists, provided that the distance to the property does not exceed one hundred meters.

Discounts and Beneficiary Groups

The ordinance provides for discounts for groups with special needs. Retirees, pensioners, and families with severe economic hardships who meet certain requirements will enjoy a discount of 50% of the rate amount:

  • Be registered as residents (empadronados) at the address where the service is provided.
  • Have a single supply in their name.
  • The household income must not exceed twice the current minimum interprofessional wage.
  • Consumption must not exceed 35 m³ per quarter.

Large families registered at the same address will increase the limit of the first tariff block by 5 m³/quarter for each member exceeding four. Registered livestock farms will enjoy a 100% discount on tariffs.

The ordinance will enter into force the day following its full publication in the official bulletin and will remain in effect until its express modification or repeal. An administrative appeal may be filed against the agreement before the Contentious-Administrative Chamber of the High Court of Justice of Andalusia based in Granada, within two months of publication.
