Hoz de Jaca opens applications for a multi-service worker talent pool

The Hoz de Jaca City Council has approved the bases and the call to establish a job bank for multi-service operators, through a competitive examination system (concurso-oposición) in the open access shift. The decision was adopted by Mayoral Resolution No. 107, dated August 20, 2026, and is published in the Official Gazette of the Province of Huesca number 160, dated Monday, August 24, 2026.

The deadline for submitting applications is ten business days starting from the day following the publication of the announcement in the provincial gazette. The call, signed by Mayor Esperanza López Sanz, offers a public employment opportunity in the Huesca Pyrenees to cover the temporary needs of the council.

A Group C2 position with varied functions

The position is classified under Group C, Subgroup C2, as provided for in Article 76 of the Recast Text of the Law of the Basic Statute of Public Employees, approved by Royal Legislative Decree 5/2015, of October 30. Remuneration will correspond to said group, including supplements associated with the position and a payroll supplement during the winter cleaning months.

The functions of the position include:

  • Winter maintenance and cleaning tasks: sweeping streets, spreading salt, or using snow and ice shovels.
  • Operating the tractor with a loader and salt spreader to clear snow and apply salt or melting agents.
  • General maintenance of public buildings, facilities, and public roads, including basic masonry, electricity, plumbing, gardening, and cleaning work.
  • Logistics and operational support: opening and closing municipal buildings, moving furniture, and loading goods.

Requirements and selection process

To participate, it is necessary to hold a Compulsory Secondary Education degree or equivalent, be at least sixteen years old, possess the functional capacity to perform the tasks, hold a Type B driver’s license, and have knowledge of the safe operation of agricultural machinery. All requirements must be met by the closing date for applications.

The selection system combines two phases:

  • Examination phase (60 points): a mandatory and eliminatory questionnaire of at least 20 questions, with three alternative answers, to be completed in a maximum of 1.5 hours.
  • Merit phase (40 points): assessment of merits, with up to 20 points for work experience, 10 for academic qualifications, and 10 for professional training related to the position.

Applications shall be submitted to the General Registry of the City Council or through the channels provided for in Article 16 of Law 39/2015, of October 1, addressed to the mayor-president. Subsequent announcements of the process will be published on the notice board of the council’s electronic headquarters.

A job bank of permanent validity

Once the process is completed, a list of selected candidates will be established in order of score, who may be called for temporary contracts in the event of a vacancy or substitution. The pool will have permanent validity from its creation, provided that a new process is not convened and the applicant continues to meet the required conditions. The operation of the pool will be governed by the Job Pool Regulations of the Panticosa City Council.

The call represents a pathway to public employment in a municipality of the Aragonese Pyrenees, with a versatile profile that is highly demanded in small mountain city councils, where winter cleaning and infrastructure maintenance are essential tasks for much of the year.
