Horche creates a remunerative guarantee supplement for its contractual staff

The Horche City Council has modified its collective agreement for contractual staff to incorporate a personal remuneration guarantee supplement linked to the new Job Classification System (RPT), along with a revision of extraordinary payments and sick leave. The agreement, reached at the General Negotiation Table for contractual staff on May 27, 2026, is published in the Official Gazette of the Province of Guadalajara number 165, dated August 28, 2026.

The modification affects all municipal employees and was registered in the Registry of Collective Agreements and Labor Accords of the Provincial Delegation of Guadalajara of the Ministry of Economy, Business and Employment of the Regional Government of Castilla-La Mancha, where the text was entered on July 22, 2026. The agreement was signed in Guadalajara on August 25, 2026, by the provincial delegate, Susana Blas Esteban.

A supplement to guarantee remuneration after the new RPT

The new Article 21 BIS of the agreement creates the personal remuneration guarantee supplement, intended to preserve the individually recognized remuneration conditions for staff affected by the implementation of the new RPT. Its amount will be the difference between the remuneration received previously and that derived from the new assignment and job valuation.

The supplement will be:

  • Personal and individualized, consolidated, and reviewable.
  • Non-absorbable and non-compensable by future remuneration improvements, promotions, reclassifications, or modifications of the specific supplement, unless expressly agreed otherwise.
  • It will be paid in fourteen monthly installments when integrated into the general remuneration structure of the agreement.
  • It will be subject to annual review in the same percentage terms as the remuneration established by the General State Budget Law, regional regulations, and the increases agreed upon in the collective agreement.

Receipt will be maintained as long as the conditions that motivated its recognition persist, retaining its consolidated nature even during internal mobility processes. The City Council will provide the legal representation of the workers with the list of affected personnel and the recognized amounts, respecting data protection regulations.

Extraordinary payments and sick leave

Article 23 revises the extraordinary payments for contractual staff whose remuneration structure is equivalent to that of civil servants. Two extraordinary payments per year will be received, each for the amount of one monthly salary, triennials, destination supplement, specific supplement, and personal remuneration guarantee supplement, which will be made effective in the months of June and December prior to the ordinary payrolls.

Article 32 regulates sick leave and accidents, which shall be paid up to 100 percent of the monthly accrued remuneration, including the accrual of the monthly pro rata of the extraordinary payment. For a period of 18 months, leave requests must be submitted in the official format of the National Social Security Institute and be confirmed weekly by the corresponding physician.

The Second Additional Provision and the final provisions state that the remuneration differences derived from the new RPT (Job Classification System) shall be guaranteed through the supplement regulated in Article 21 BIS, and that temporary contractual staff may assimilate said remuneration structure provided that the nature of the position held allows it.

A framework of stability for the municipal workforce

With this reform, Horche shields the remuneration of its workforce against the effects of the reorganization of job positions, guaranteeing that no employee sees their income reduced due to the application of the new RPT. The consolidation of the supplement and its annual review in accordance with the general budgets provide predictability for both the workers and the economic management of the City Council, in a process that affects all municipal contractual staff.
