Por FactBox Admin

The Department of Education has published the EIMA 2026 call, with a budget of 985,000 euros for the creation and editing of Basque-language didactic materials for non-university teaching. The call was approved by the Minister of Education, María Begoña Pedrosa Lobato, through the Order of October 6, 2026, and was published in the Official Gazette of the Basque Country, issue number 203, on October 23, 2026, with official reference 2026/4450. The grants are distributed across three modalities: EIMA 1, Digital EIMA, and EIMA 4.
The call originates from the Department of Education’s 2026 Strategic Grant Plan, and its management is entrusted to the Institute for the Learning of Basque and Other Languages, supported by the Valuation Commission and the Monitoring Commission. The funded materials must adapt to the current curriculum, based, among others, on Decree 75/2023 (Early Childhood Education), Decree 76/2023 (Baccalaureate), and Decree 77/2023 (Basic Education). The program is under the protection of European Union Regulation 651/2014, within the general block exemption regulation for state aid.
Three funding lines and amounts
The budget is divided into three parts, and each modality has its own procedure and resolution:
- EIMA 1: 500,000 euros, with 300,000 euros charged to the 2026 budget and 200,000 euros as a 2027 commitment credit; it finances the editing costs of printed materials in Basque.
- Digital EIMA: 400,000 euros, with 80,000 euros in 2026 and 320,000 euros in 2027; of this amount, 240,000 euros are for the Open Educational Resources (OER) block and 160,000 euros for materials owned by publishers (JP).
- EIMA 4: 85,000 euros, with 17,000 euros in 2026 and 68,000 euros in 2027; its objective is the creation of new printed materials in Basque.
Who can submit projects
The call conditions participation based on the type of organization:
- EIMA 1: private legal persons only; one request must be submitted per material, and a maximum of 50 materials will be funded per applicant.
- Digital EIMA: both private physical and legal persons, with a maximum of two projects; the material must have been created entirely in Basque, and translations are not accepted.
- EIMA 4: private legal persons with a maximum of eight requests, and physical persons or working groups with a maximum of six; at least one member of the group must be an active teacher, and no one may take on more than 70% of the work.
EIMA 1 is the only modality that accepts translations and adaptations. In the others, materials must be new and created in Basque, and in the case of EIMA 4, the material must be available from the 2027-2028 academic year onwards and must be marketed.
Deadlines, payment, and justification
Applications must be submitted through the electronic headquarters of the Public Administration of the Basque Country, within a period of 15 days starting from the day following its publication. Resolutions will be issued within a maximum of six months, and payment is made in two installments for all modalities:
- EIMA 1: 60% after the resolution is notified and 40% from January 1, 2027, onwards, after justifying that 30% of the print run has been sold; the justification must be submitted between January 1 and October 18, 2027.
- Digital EIMA: a 20% advance; the material must be completed by September 8, 2027, to request Suitability.
- EIMA 4: a 20% advance and 80% after the material is marketed; the material must be submitted for approval before June 3, 2027, and the documentation before September 16, 2027.
The grant shall in no case exceed 80% of the eligible expenses. In the Digital EIMA modality, a maximum of 20,000 euros will be granted per material, and in the EIMA 4 modality, a maximum of 10,000 euros per project.
Suitability and the EIMA Catalog
All subsidized materials must obtain the Suitability of the Department of Education, after passing a linguistic analysis and a pedagogical analysis. Approved materials must display the sentence “This teaching material has the approval of the Department of Education,” along with the corresponding date, and will be included in the EIMA Catalog, along with a mention indicating that the material has been subsidized.
Against the order, as it exhausts the administrative route, an appeal for reconsideration may be filed before the Minister of Education within one month, or a contentious-administrative appeal before the High Court of Justice of the Basque Autonomous Community within two months.
The call opens a direct financing route for publishers and material authors, and aims to strengthen the production of teaching materials in Basque to ensure quality resources adapted to the current curriculum. Given the short deadlines and the strict Suitability requirements, the call’s calendar is the aspect that agents wishing to apply should review as soon as possible.
