The Government puts the environmental impact of the Hernani wind farms for public consultation

The territorial representative for Gipuzkoa of the Department of Industry, Energy Transition and Sustainability of the Basque Government has made public the previous administrative authorization and the environmental impact statement for the Hernani I-II wind cluster and its common evacuation infrastructure. The decision was published in the Official Gazette of the Basque Country, number 2026/4004, on September 24, 2026, and was signed in Donostia on September 9, 2026, by the territorial representative Antton Arrieta Insausti. The affected municipalities are Villabona, Andoain, Urnieta, and Hernani, and the file number is 20-GE-Y-2025-00004.

The procedure is being processed in accordance with Article 7 of Decree 115/2002 (of May 28, which regulates the procedure for authorizing electrical energy production installations through wind farms in the Basque Autonomous Community) and Article 53.1 of Law 24/2013 (of December 26, on the Electricity Sector). From an environmental perspective, in accordance with Law 21/2013 (of December 9, on environmental assessment) and Law 10/2021 (of December 9, on the Environmental Administration of the Basque Country), the public information of the project and the environmental impact study is carried out jointly, as permitted by Article 36 of Law 21/2013. Granting the previous administrative authorization is the competence of the Territorial Representation of Gipuzkoa.

Two parks and an 11.5 kilometer evacuation line

The project includes two wind farms, Hernani I and Hernani II, each with an installed capacity of 4.99 MW. The wind turbines are Siemens Gamesa 145-5.0 Mk II models, with a hub height of 127.50 meters and a rotor diameter of 145 meters, located in the municipality of Villabona. The common infrastructure includes:

• A 30 kV sectioning center, located in the municipality of Villabona.
• A 30 kV overhead-underground line, 11.509 km in length, connecting the sectioning center and the ST Hernani T2 30,000 substation.
• Three sections of the line: one underground section of 2.290 km, one overhead section of 8.273 km, and another underground section of 0.946 km.
• The line crosses lands in the municipalities of Villabona, Andoain, Urnieta, and Hernani.

Promoters and budget

The objective of the project is to generate electrical energy through onshore renewable wind technology. The applicant is Premier ESPF Renovables, S.L., and the owners and promoters of the parks are:

• PE Hernani I: Premier ESPF Ipaz Haizea, S.L.
• PE Hernani II: Premier ESPF Ipaz Haizea 2, S.L.

The evacuation point is the ST Hernani T2 30,000 distribution network substation, owned by the company i-DE Redes Eléctricas Inteligentes, S.A.U. The budget for the wind farm and the evacuation line is 9,760,493.05 euros.

How to submit allegations

Documentation can be examined at the Territorial Delegation in Gipuzkoa (Easo street, 10, 20006 Donostia) or on the Basque Government’s public information website. Allegations may be submitted within a period of 30 business days, starting from the day following the publication of this announcement:

• In writing, at the general registry of the Territorial Delegation, in paper format.
• Through the general electronic registry of the Public Administration of the Basque Autonomous Community.
• Through the other means provided for in Article 16 of Law 39/2015 (of October 1).

Legal persons, entities without legal personality, and other subjects identified in Article 14 of Law 39/2015 must necessarily use electronic means, and therefore, must submit their allegations via electronic channels.

The public information process allows for the examination of the project’s environmental impact and citizens’ concerns before granting authorization. Since the period is limited, residents and interested parties in the affected municipalities have a window of 30 business days to submit allegations.
