Hernani I-II parke eolikoaren alegazioak azaroaren 27ra arte aurkeztu ahal izango dira

The Territorial Delegate for Industry, Energy Transition and Sustainability of Gipuzkoa, Antton Arrieta Insausti, has decided to extend the public information period for environmental allegations regarding the Clúster Eólico Hernani I-II project by 15 business days, until November 27. The decision is recorded in a resolution dated October 7 and was published in the Boletín Oficial del País Vasco on October 23, 2026, under official reference 2026/4448. The file number is GEY-2025-00004.

The first period ended on November 6

The public information process for the project began on September 24, through an announcement by the same territorial delegate, published in the Boletín Oficial del País Vasco (reference 2026/4004) and the Official Gazette of Gipuzkoa. That announcement established a period of 30 business days to submit allegations, which was until November 6.

Since then, several affected individuals and groups have submitted requests to extend the period, and the resolution of October 7 was issued in response to them. The extension is for 15 business days, half of the original period, and therefore falls within the maximum limit established by law.

Two parks, 4.99 MW and an 11.5 kilometer line

The project includes two wind farms, Hernani I and Hernani II, each with an installed capacity of 4.99 MW. These are the main characteristics of the work:

  • The wind turbines are Siemens Gamesa 145-5.0 Mk II models, with a hub height of 127.50 meters and a rotor diameter of 145 meters, located in the municipality of Villabona.
  • The 30 kV Centro de Seccionamiento (Sectioning Center) is located in Villabona itself.
  • The 30 kV overhead-underground line is 11.509 kilometers in total, divided into three sections: 2.290 kilometers underground, 8.273 kilometers overhead, and 0.946 kilometers underground.
  • The line crosses lands in the municipalities of Villabona, Andoain, Urnieta, and Hernani.
  • The network evacuation point is the ST Hernani T2 30.000 substation, belonging to the company i-DE Redes Eléctricas Inteligentes, S.A.U.
  • The budget for the wind farm and the evacuation line is 9,760,493.05 euros.

The promoter is Premier ESPF Renovables, S.L. The holders, meanwhile, are Premier ESPF Ipaz Haizea, S.L. (for the Hernani I park) and Premier ESPF Ipaz Haizea 2, S.L. (for the Hernani II park). The objective is to generate electrical energy through onshore wind technology.

The law allows extension up to half the period

The resolution mentions three main legal bases. Firstly, Decreto 410/2024, of December 3 (Boletín Oficial del País Vasco, 2024-12-10), which establishes the organic and functional structure of the Department of Industry, Energy Transition and Sustainability and grants the territorial delegate the authority to resolve the file.

Secondly, Article 32 of Law 39/2015 allows the administration, ex officio or at the request of interested parties, to extend the established deadlines, provided that the extension does not exceed half of the original period, if the circumstances so recommend and third-party rights are not harmed. Thirdly, Article 36 of Law 21/2013 establishes a public information period of at least 30 working days for the project and the environmental impact study.

Where to submit allegations

The documentation can be consulted at the Territorial Delegation of Gipuzkoa, Easo kalea 10, 20006 Donostia, or on the Basque Government’s website for public information projects. Allegations may be submitted at the general registry of the territorial delegation, both in paper and through the general electronic registry of the Basque Government.

Legal persons, entities without legal personality, and other subjects referred to in Article 14 of Law 39/2015 must carry out the procedure electronically. As stated in the resolution itself, agreements regarding the extension of deadlines cannot be appealed, without prejudice to the appeal that may be filed against the resolution that concludes the procedure.

The extensions provide citizens and affected operators a period of approximately one and a half months to analyze the environmental impact study of the project and make observations, in the case of an infrastructure distributed among four municipalities. The volume and quality of the allegations will directly influence the environmental impact statement and, consequently, the final authorization of the project.
