The Croatian Energy Regulatory Agency (HERA) has determined the tariff rates for the guaranteed supply of electricity for the energy entity HEP ELEKTRA d.o.o., Ulica grada Vukovara 37, Zagreb, for November 2026. The decision was published in the Official Gazette (Narodne novine) no. 117/2026 of October 14, 2026, under official mark 1401, and enters into force on November 1, 2026. Prices are higher after the first two months of using the guaranteed supply.
The decision was made by HERA at the 21st session of the Management Board held on October 13, 2026, citing Article 11, paragraph 1, point 10 of the Energy Activities Regulation Act, Article 29 of the Energy Act, and Article 112, paragraph 1, subparagraph 1, point 9 of the Electricity Market Act. Tariff rates are determined according to the Methodology for Determining Tariff Rates for the Guaranteed Supply of Electricity (Official Gazette no. 101/26), which has been in force since September 2026. The decision was signed by the President of the Management Board, Asst. Prof. Dr. Sc. Nikola Vištica, under class 391-35/26-01/1 and registry number 371-06-26-4.
The guaranteed supply covers all end customers who have not selected a supplier outside of the public service. The methodology explicitly mandates that guaranteed supply prices be higher than market prices to motivate customers to choose a supplier and to ensure that greater energy efficiency is prioritized over irrational consumption. The supply fee for all tariff models is 4.65 EUR per month.
Tariff rates for the first two months of use
- High voltage: 0.277200 EUR/kWh for higher and lower daily tariffs
- Medium voltage: 0.287467 EUR/kWh for higher and lower daily tariffs
- Low voltage, Red tariff model: 0.283360 EUR/kWh
- Low voltage, White tariff model: 0.251961 EUR/kWh (higher daily tariff) and 0.169558 EUR/kWh (lower daily tariff)
- Low voltage, Blue tariff model: 0.210759 EUR/kWh (single daily tariff)
- Low voltage, Yellow tariff model for public lighting: 0.279253 EUR/kWh
- Supply fee: 4.65 EUR per month for all models
After two months, prices increase by 11 percent
Article 8 of the methodology mandates that unit prices after the first two months of using the guaranteed supply are determined by multiplying the prices for the first two months by 1.11. For November 2026, this means:
- High voltage: 0.307692 EUR/kWh
- Medium voltage: 0.319088 EUR/kWh
- Low voltage, Red: 0.314530 EUR/kWh
- Low voltage, White: 0.279677 EUR/kWh (higher) and 0.188209 EUR/kWh (lower daily tariff)
- Low voltage, Blue: 0.233942 EUR/kWh
- Low voltage, Yellow: 0.309971 EUR/kWh
- Supply fee remains 4.65 EUR per month
Obligations toward customers and deadline for adoption
The guaranteed supplier is obliged to notify end customers, for each billing measurement point, on or with every monthly bill, about the start date of the guaranteed supply, the terms of the guaranteed supply, the amounts of the tariff items, and the end customer’s right to the free choice of supplier.
The Methodology mandated the Agency to determine the tariff item amounts applicable from November 1, 2026, no later than October 15, 2026, which HERA has done. If the Agency does not determine the amounts for the following month, the current tariff item amounts remain in force until new ones are adopted.
For households and entrepreneurs who have not chosen a supplier outside of the public service, the new Decision means that for the first two months they will pay lower unit prices for the guaranteed supply, and from the third month, they will increase by 11 percent. According to the Methodology, this further encourages the choice of a supplier on the market, while maintaining a supply fee of 4.65 EUR per month.
