Hellín raises the destination supplement of its employees to level 24.

The Plenary of the Hellín City Council, in an ordinary session held on June 29, 2026, unanimously approved the modification of the List of Job Positions (RPT) to adjust to level 24 the post allowance of four public employees in subgroup A1, who until now received level 23. The agreement, adopted at the proposal of the Informative Commission of Economy and Finance, General Services (Interior) and Personnel, Citizen Security, Urban Planning, Consumption and Digital Transition, is published in the Official Gazette of the Province of Albacete number 95, of August 17, 2026, within the Third Section of Local Administration, with file number 1571276D.

Claims submitted in March

The requests were registered in the General Registry of the City Council on March 11, 2026. The four interested parties requested the adjustment to level 24 of the post allowance (for civil servants) or of the professional group allowance (for labor personnel), invoking the Royal Decree-Law 6/2023, of December 19 (BOE No. 303, of December 20, 2023):

  • Mr. Pablo Francisco Cánovas Guillén, career civil servant, Cultural Heritage Technician, subgroup A1, level 23 (entry registration number 5583/2026).
  • Ms. Concepción López Valverde, permanent labor personnel, Psychologist “B”, subgroup A1, level 23 (entry registration number 5593/2026).
  • Ms. Macarena Sánchez García, career civil servant, Psychologist “A”, subgroup A1, level 23 (entry registration number 5599/2026).
  • Ms. Isabel Soria Sánchez, permanent labor personnel, Psychologist “B”, subgroup A1, level 23 (entry registration number 5620/2026).

The sixth transitional provision of Royal Decree-Law 6/2023 sets for subgroup A1 a range of post allowance levels between levels 24 and 30. Although the rule is declared applicable exclusively to the State Administration, its effects extend to Local Administration by virtue of Article 3.1 of Royal Decree 861/1986, which refers to the ranges established for civil servants of the State Administration.

The agreement emphasizes that the post allowance level is a characteristic of the post itself defined in the RPT, so the adjustment requires the prior modification of this personnel management instrument, and no individualized recognition outside of it is appropriate.

Voting and effects of the agreement

The modification of the RPT was favorably reported in the Informative Commission of June 24, 2026 with weighted vote:

  • People’s Party: two councilors (42.86%).
  • PSOE: one councilor (38.10%).
  • VOX: one female councilor (38.10%).

Subsequently, the Plenary unanimously approved the agreement in three points: initially approve the modification of the RPT; expressly resolve the requests once the procedure has been processed; and remind interested parties that, if the modification does not take place or the resolution is unfavorable to them, they may exercise the corresponding administrative appeals or judicial actions. The agreement was signed on August 6, 2026 by the Mayor-President, Manuel Serena Fernández.

A precedent for Local Administration

Hellín’s decision turns into effective remuneration, with payroll effects, a level that state regulations set as the minimum for subgroup A1, and opens the door for other town councils to review their RPTs in response to similar claims from their senior technical staff. The file is now awaiting the full processing of the modification and the express resolution of each request.
