Hellín makes two fixed-term positions permanent in local public employment.

The Hellín City Council has published in the Official Gazette of the Province of Albacete two announcements formalizing the definitive incorporation of two people into the municipal staff, from the 2025 Public Employment Offer. The appointments appear in the third section of the gazette —Local Administration— and are made public in accordance with current regulations on public employment.

The 2025 OEP was approved by resolution of the delegated Councillorship for Personnel number 1290, of April 25, 2025. The two awarded positions correspond to posts included in said offer and are resolved by the head of the delegated Councillorship for Personnel, Pedro Rafael García Sequero, in exercise of the powers delegated by resolution 2167, of July 19, 2024, published in the BOP of Albacete number 88, of July 31, 2024.

Hiring as permanent labor personnel: caregiver position

In the first of the announcements (reference number 21.365), the Hellín council announces the hiring as permanent labor personnel of Consuelo Díaz Azorín, holder of ID number ****6988**, in the position of Caregiver, open competition. The award is formalized by resolution number 2180, of July 6, 2026. The publication is made in accordance with the provisions of article 55.1.b) of Law 4/2011, of March 10, on Public Employment of Castilla-La Mancha.

Appointment as career civil servant: multi-services officer

The second announcement (reference 21.368) includes the appointment as career civil servant of Guzmán López Torres, holder of ID number ****7533**, in the position of Multi-Services Officer, also by open competition. The appointment is approved by resolution number 2196, of July 7, 2026. In this case, the legal basis invoked is broader: article 62.1.b) of Royal Legislative Decree 5/2015, of October 30 (consolidated text of the Law on the Basic Statute of Public Employees, or TREBEP) and, complementarily, article 55.1.b) of Law 4/2011 on Public Employment of Castilla-La Mancha.

Regulatory framework and structure of the process

Both administrative acts are framed within the selection procedure derived from Hellín’s 2025 OEP and respond to the objective of consolidating public employment in the municipality. The distinction between the two contractual figures reflects the nature of each position:

• Caregiver (permanent labor personnel): classified under the labor regime of local public employment.
• Multi-Services Officer (career civil servant): assigned to the statutory regime of civil servants, with the guarantees inherent to the public career.

The processing follows the procedures established by the basic state legislation (TREBEP) and the regional regulations of Castilla-La Mancha, and publication in the BOP meets the administrative publicity requirement imposed by article 55.1.b) of the regional law.

Relevance for Hellín and the province of Albacete

The incorporation of these two posts represents a further step in the process of normalizing the staff of the Hellín City Council, which is progressing in the consolidation of positions covered through the 2025 OEP. For the residents of the municipality, the appointment of a caregiver and a multi-service officer translates into a direct improvement in local public services, with stable staff that guarantees continuity in the provision of municipal care and maintenance.
